Planning is positioned as a dining and leisure area, located in the north of Juehua Island, which is the gateway area. Large-scale tourist reception and residents' public living facilities are set up here to meet high-density tourism activities. The architectural style highlights the classical, exquisite and high-grade island style.

Scene 2: Huaigu District, City Wall

It is planned as a cultural exhibition area, located in the north of Juehua Island, which is mainly used for the construction of tourism service facilities. This area centers on ancient historical sites, makes full use of ancient city sites, and reproduces distant and dignified epic chapters. Build a cultural exhibition area integrating history, science, education and leisure.

Scene 3: Landscape meditation area

It is planned to be a holiday residential area, located on the northern slope of the central mountain system of Juehua Island, mainly for the construction of holiday communities and corresponding public service facilities. It is planned to develop into an idyllic holiday manor, which will be the main living gathering area on the island in the future. The planning and design adopts the layout mode of garden city, and through high-density and small-scale neighborhood development, the overall image of the holiday manor is completed, creating a paradise with beautiful environment and returning to the mountains.

Scene 4: genting clean body area

It is planned to be an eco-tourism area, located in the middle of Juehua Island, with mainly scenic spots and only a few landscape leisure buildings. Tourism is the main activity in this area, and it is planned to build an international standard golf course with 18 holes.

Scene 5: Van Gogh's Zedao District.

Planning is positioned as a religious pilgrimage area, located in the southeast of Juehua Island. Buddhist culture is the soul of Juehua Island. Rely on and reorganize the original Buddhist tourism resources, form a Buddhist pilgrimage base in the northern region, and reshape the religious reputation of "Juehua Island in the north and Putuo Mountain in the south".

Scene 6: Shanhai Huizhi District

It is planned to be a health resort, located in the southwest of Juehua Island. It is aimed at high-end business people, customizes top-level clubs, and invites outstanding global designers to design villa buildings with different styles.

Scene 7: Fishing boat singing the night zone

It is planned to be a cultural convalescent area, located in the northwest of Juehua Island, relying on resources such as indigenous fishermen's villages, reefs and ancient city sites. It is planned to be a comprehensive small mountain villa-style tourist resort, and the design adheres to high taste and high grade, reflecting the style of exquisite coastal tourist resort.

Scene 8: Lotus Planting Area at Sea

It is planned to be a holiday experience area, located on the flat beach about 300 meters west of Juehua Island, with a reclamation area of 6 square kilometers. In this area, marine holiday communities, hotels, apartments, resorts and detached houses are mainly built, and mixed development is properly considered to attract consumers of different levels to live.

In addition, there is Juehua New City. The city is located on the west bank of Juehua Island, from Xingcheng coastline to the sea 10km, with a planned area of 10km. The plan highlights the four elements of "ecology, ocean, fashion and health", builds a fashionable and healthy living area and a leisure and holiday destination far away from the city, and forms a "theme entertainment, conference and exhibition" integrating marine culture, leisure sports, island health and fashionable life. The management committee of Juehua Island made two investments in Hong Kong, and conducted peer-to-peer promotion with a number of large enterprises to expand the popularity of Juehua Island in Hong Kong. Take the initiative to attract investment in key domestic regions and visit nearly 100 enterprises in Beijing, Tianjin and Shanghai.

So far, Juehua Island Tourism Resort has signed three projects. First of all, Juehua Island signed an agreement on yacht marina and yacht club project with Hongkong Billion Lu Sen Yacht Global Co., Ltd. The first phase project of Juehua Island Starting Area signed a contract with Jilin Hengrun Real Estate Co., Ltd., with a total investment of 300 million yuan. The development project of Longjing Ancient City Scenic Spot in Juehua Island was undertaken by Huludao Cang Shi Kewen Economic and Trade Co., Ltd., and there are three projects in the scenic spot: History Museum, Longjing Ancient City Scenic Spot and large-scale ancient ship construction. The total investment is 245 million yuan, which is planned to be completed in three years. Four projects are under negotiation: Daming Mountain Architectural Art Expo Park, Juehua Town and Mountain Golf Leisure Park, Juehua New City and Land Reclamation Lotus Island, tourism real estate Island and Natural Gas Island of Xinao Group.
