Realize a highway service system that integrates highways, passages, tourism services, industry promotion, and landscape creation, and build the national highway G331 along the Heilongjiang and Ussuri Rivers into a mysterious and attractive "Beautiful Longjiang 331 Border Road" ".

According to the unified planning of the provincial government and the instructions on the "Request for Instructions on Matters Concerning the Construction Model of the Zuimei Longjiang 331 Border Road Project" (Heijiaozhen [2021] No. 173), Zuimei Longjiang The 331 Border Road project is planned to be implemented in two phases according to the planned implementation progress. The first phase of the project adopts the "general construction contracting + PPP" model, with a total investment of approximately 6.3 billion yuan.

The project implemented this time is the first phase (second batch) of Zuimei Longjiang 331 Border Road, with a total investment of 4.035 billion yuan, of which the total mileage of the highway engineering construction general contracting project is 506.00 kilometers, and the total construction drawing budget is The investment is 3.744 billion yuan; the transportation and tourism facilities PPP project has three sub-projects, with a total estimated investment of 283.49 million yuan, and the PPP adjusted estimated total investment is 290.98 million yuan.

This bidding is for the general contracting and PPP social capital bidding of the first phase (second batch) construction of Zuimei Longjiang 331 Border Road. Among them, 33.15 kilometers of the main line adopts the first-class highway standard, and 80.37 kilometers of the main line adopts the second-class highway standard.
