Guidelines for returning to work when traveling in Beijing, Shanghai, Guangzhou and Shenzhen

Perhaps no one would have thought that in 2020, everyone’s first wish for “unification” would be to go to work normally ...
Because of the epidemic, a group of people are working day and night and cannot go back to their homes; a group of people are "turning day and night upside down" and working from home. When the dream of having a SOHO-style office every time we got up early and squeezed into the subway came into reality, we were dissatisfied but were slapped in the face again. There is no atmosphere when working at home; there is no self-control when working at home; the hours of working at home are about the same as working at night; the quality and efficiency of working at home are low... Well, in short, you cannot work well at home.
Now, as some companies that were originally scheduled to resume work in mid-February are about to resume work, a group of people are about to face the time to return. But I also have this problem myself: Are you allowed in there?
Although many public transport services have reduced their frequency or even stopped operating during the epidemic, at the point when work is slowly being resumed, Except for entering and exiting Wuhan, traffic in most cities is still operating normally. However, the wave of rework in various places has been lengthened accordingly, and prevention, control and disinfection work has been carried out at each station. Quarantine stations have been set up at the station entrances. Controls have also been tightened at highway intersections, and some have directly restricted traffic.
With this doubt in mind, I started choosing today’s topic. Since there are too many cities in the country, we can only selectively discuss cities such as Beijing, Shanghai, Guangzhou and Shenzhen, which have a large number of returnees and migrant workers. At the same time, the issue of traffic restrictions and license plate restrictions is also mainly for private cars, because at present, It is said that buses used to solicit passengers are basically not allowed to pass except under special circumstances. (ps: There is absolutely no meaning of urban discrimination here. I can only say that the motherland is too big and there are too many excellent cities~)
I hope to provide you with some useful information. If there is any change or additional information , everyone is welcome to leave a message~
As a city with migrant workers, Beijing’s traffic basically maintains normal operation. Through mobile phone inquiries, basically all major cities (except Hubei cities) have corresponding trains, high-speed trains, and high-speed rails running to Beijing. People entering Beijing must truthfully fill in the personal electronic health form. The paper "Passenger Information Registration Form" previously filled out by passengers entering Beijing will be canceled simultaneously.
At the same time, from February 13 until further notice, passengers taking various trains arriving from other provinces or stopping at stations in Beijing must search through the Beijingtong APP, Baidu, WeChat, and Alipay Register relevant information with the "Beijing Heart Help" applet, and check in at your community or hotel when you arrive in Beijing for verification.
Private cars located in other provinces can now enter Beijing, but they must pass strict health inspections on the expressway. For those returning to Beijing who have no history of contact with Hubei, provided that their body temperature is normal and those who have lived with them are healthy, they do not need to undergo 14 days of supervised medical observation. They can resume normal work after daily temperature measurement is normal. Those arriving in Beijing who have a history of contact with Hubei, have left Hubei within 14 days, or have contact with Hubei need to undergo supervised medical observation under community guidance for 14 days. During the observation period, they are temporarily unable to work in the unit.
Since there is no public transportation in the city, in order to facilitate private car travel, Beijing has implemented a policy of no traffic restrictions for last-numbered cars. The resumption date will be notified separately. The same policy has also been implemented in Chengdu.
At the same time, according to the Beijing Transportation Commission Weibo, on February 1, the Beijing Transportation Commission issued a notice, based on the actual situation, in order to prevent citizens from gathering during the epidemic prevention and control period to register vehicles, and to prevent people from gathering due to epidemic prevention and control. Due to various reasons, the passenger car quotas have expired. To protect the legitimate rights and interests of the passenger car quota holders, with the consent of the municipal government, it was decided to extend the service period of some passenger car quotas. The expiration date of the passenger car quotas is from January 24, 2020 to February 2020. During the period of March 29, the vehicle purchase tax payment and vehicle registration procedures can be extended to March 10, 2020 (inclusive).
At the same time, some expressway sections in Beijing are closed, such as the Beijing-Chengdu Expressway from the Fifth Ring Road to Kuangou out of Beijing, the Beijing-Tianjin Expressway from Yongle to Taihu in both directions, the Beijing-Li Expressway from the Sixth Ring Road to the city boundary in both directions, and the First Ring Expressway. The Beijing border is open in both directions, but the reason for the closure is not only the epidemic, but also related to the heavy snow weather.
Shanghai’s railway traffic situation shows that there are more trains suspended than in Beijing, but some trains are also running. However, whether traveling by rail or private car, you need to pass the test. This is true in any city across the country.
A friend of mine returned from Shenzhen to Shanghai for work and made detailed registration on the high-speed rail. However, after arriving at the community where he lived in Shanghai, he was forced to quarantine at home for 14 days. It is said that it was because they belonged to "Category II personnel" (Shenzhen is a secondary epidemic area). During these 14 days, everything will be brought in and taken out by security guards, and physical conditions must be registered every day.
Shanghai is also one of the cities that issued a notice early to postpone the opening of schools until March. It can be seen that Shanghai is still relatively strict in controlling the epidemic.
However, except for Hubei Province, Shanghai does not restrict vehicles with foreign license plates from entering Shanghai. Shanghai has also extended the passage time for vehicles with temporary license plates to February 29. However, according to information released by the Shanghai Traffic Police, on February 3 Starting from now on, traffic will be restricted on elevated roads with license plates in other provinces and cities.
At the same time, for those who want to enter Shanghai, if they do not have a residence in Shanghai or a clear job, measures to postpone entry to Shanghai will be implemented.
Compared with the railway traffic situation in Beijing and Shanghai, Guangdong has more suspensions, mainly because there are usually many trains. However, the trains in the past few days have either been suspended or have shown that there are no remaining tickets. After the 20th, a very small number of remaining ticket information slowly began to be displayed. At the same time, some intra-provincial and inter-provincial lines at major passenger terminals in the province have been temporarily suspended.
On February 11, there was a message saying that Hubei, Zhejiang, Hunan, Henan, Jiangxi and other provinces were not allowed to enter Guangdong Province, and they would be "persuaded to return" even when they arrived at the station. However, the Guangzhou 12345 government affairs hotline has officially refuted the rumors. They said that there is currently no notice restricting people from other provinces from entering Guangdong. However, people returning from Hubei Province and Wenzhou City, Zhejiang Province need to undergo quarantine and health observation. They will be released after 14 days without symptoms. observe.
However, starting from February 7, Guangzhou City has implemented closed management of all residential communities (villages), restricting non-community (village) owners, residents or users and vehicles from entering the property management area ( Including but not limited to couriers, takeaway people and their vehicles). Persons arriving in Guangzhou must report on the same day. Foreigners and local residents must report promptly through the "Suikang" WeChat applet or report to their unit or neighborhood (village) committee on the day they arrive in Guangzhou.
As of February 3, Guangdong has set up 2,089 joint quarantine stations at provincial borders, stations, docks, service areas, etc. In order to improve the efficiency of guidance, the "Registration to Guangdong" service product was also launched on February 3. Currently, the "Registration to Guangdong" has officially entered the "Guangdong Province" applet. Vehicles that want to enter Guangdong can handle it with one click through "Registration to Guangdong" Information registration.
The situation in Shenzhen is similar to that in Guangzhou. Shenzhen traffic police stated that the restriction measures will continue to be suspended during the epidemic prevention period. After February 10, all small passenger vehicles with non-Shenzhen license plates will still be allowed to pass through Shenzhen at all times. The end time will be notified separately according to the actual situation. However, one thing to note is that starting from February 8, the city will launch advance declaration measures at the "Vehicle Epidemic Prevention Checkpoints". Vehicles in the city, vehicles from other places or vehicles passing through epidemic areas will pass through the "Vehicle Epidemic Prevention Checkpoint" for the first time on their way into Shenzhen. Passenger information must be reported online at least one day in advance before it can pass. Citizens can declare through the "Shenzhen Traffic Police Star User" and "i Shenzhen" APP.
Except for Beijing, Shanghai, Guangzhou and Shenzhen, most cities across the country (except Hubei Province) are still trying to ensure safe traffic.
For example, Zhejiang Province has restricted the entry of vehicles from key epidemic areas (Wenzhou, Taizhou, Hubei), but under special circumstances, you can enter with a pass; at the same time, Zhejiang Province has reduced some of the restrictions in the province since February 12 Highway tolls for transportation vehicles last for 3 months; the official WeChat message of the Hangzhou Municipal People's Government Information Office stated that people and vehicles must not be refused entry to Hangzhou on the grounds of foreign license plates and foreign household registrations; Guizhou Province has closed 99 cities with approval For high-speed toll stations with less traffic and less impact on production and life, local governments will do quarantine work for other toll stations to ensure passage; Jiangsu's five cities, Suzhou, Wuxi, Changzhou, Nantong, and Taizhou, jointly issued a document to ensure the transportation between the five cities' regions. The transportation of road materials is smooth to minimize the impact of epidemic prevention and control on people's production and life; starting from February 13, the entrances and exits of Yiwu's six highway toll stations resumed normal traffic.
Of course, there are also cities under closed management. For example, external transportation such as train stations, expressways, national and provincial roads, ports, etc. within the Ruian City area have been temporarily closed since February 5, and the recovery time will be notified separately; Shaanxi Hanzhong From February 9 until the ban is lifted, no outsiders will be allowed to come to Han. At the same time, all villages (communities) and residential areas in the city have strictly implemented closed management. Outsiders are not allowed to enter. If residents need to go out, they must be managed by the village (community). ), the community makes its own regulations; as of February 7, some toll stations on the Ring Nanchang Expressway do not allow vehicles with non-local license plates and household registrations to get off the expressway, and some toll stations advise all vehicles to turn back.
It is now mid-February, and many cities are trying their best to allow normal traffic while ensuring safety in order not to affect production and life. The Ministry of Transport also publicly stated: "It is strictly prohibited to block highway entrances and exits without authorization, block trunk roads in various provinces, hard isolate or dig up rural roads, etc."
On February 11, the Transportation Services Department of the Ministry of Transport Director-General Xu Yahua pointed out at the press conference of the Joint Prevention and Control Mechanism of the State Council that local transportation authorities strictly implement the requirements of "one interruption and three continuity", resolutely block the channels of virus transmission, ensure the continuity of highway transportation networks, and the continuity of green channels for emergency transportation where necessary. The transportation channels for people's production and living materials are continuous, and every effort is made to ensure the orderly operation of the highway network.
According to the Ministry of Transport, as of February 12, 9 provinces including Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Hunan, Guangdong, Chongqing, and Sichuan have resumed inter-provincial road passenger transport in an orderly manner. However, during this period, the Ministry of Transport strictly controlled the passenger occupancy rate and carried out information traceability work.
The Ministry of Transport also guided all localities to implement the organization of chartered buses for key groups such as migrant workers to return to work on the basis of implementing epidemic prevention measures.
It is understood that there are 290 million migrant workers in our country, of which more than 170 million have to go out to work. According to incomplete statistics from a reporter from the Beijing News, many provinces, including Sichuan, Anhui, Hunan, Guizhou, Hainan, Shandong, and Heilongjiang, have introduced relevant policies and measures for migrant workers to return to work, and have made classified arrangements for the employment of migrant workers. For example, Sichuan Province launched the "Spring Breeze Action" to transport migrant workers, realizing "one-stop, point-to-point" direct transportation of migrant workers.
Other provinces have also launched chartered transportation for migrant workers returning to work based on actual needs.
However, while ensuring production and life as much as possible, we must not underestimate the negative impact of so many people returning from migration on the improvement of the epidemic, especially in the Pearl River Delta, Yangtze River Delta, and Beijing where the number of returning workers is large. Tianjin-Hebei region. After all, when there are more people, the chance of infection increases, and the difficulty and cost of control becomes higher.
So, the country’s road traffic work does not allow us to travel at will. These seemingly simple passages at ordinary times now require countless people to stay day and night in the wind and rain to register, inspect and even check the passing vehicles. Work in isolation. They also have their own families to protect, so if possible, try to make it easier for them and not burden them or society.
Of course, there is no need to panic if you really need to travel. Strictly abide by the regulations, consciously report, accept testing, respect and thank the staff, and travel reasonably and qualifiedly will not be a big problem. This epidemic requires everyone's two-way efforts to defeat it.
The actual travel situation may change at any time. If you need to travel, you should pay more attention to local official notices to avoid inconvenience.
Through this epidemic, I also found that there have been many voices around me about buying a car after the epidemic. After all, in the face of this epidemic, private cars are regarded as a mobile safe house and can be said to be the only feasible and safe way to travel. In addition, various provinces and cities have relaxed policies on temporary license plates, and the Traffic Management Bureau of the Ministry of Public Security has launched an online service for applying for temporary license plates, which will also promote car purchases to a certain extent.
