Does traveling in Taiwan Province count as going abroad?

Going to Taiwan Province is not a trip abroad.

A foreigner refers to a person who does not have the nationality of China. This "border" is not a border, but a "border" of tariffs and systems. The process and nature of going to Hong Kong, Macao and Taiwan are similar to those of going abroad, but it is not going abroad.
