Shaanxi Luochuan Loess National Geopark is a multi-functional tourist attraction with geological research, teaching, science popularization and sightseeing. It preserves the most unique and typical loess geological relics in the world.

The park is located in Luochuan County, Yan'an City, Shaanxi Province, close to the southern edge of the county. The main body is Heimugou, covering an area of ??5.9 square kilometers. It is 135 kilometers away from Yan'an in the north, 240 kilometers away from Xi'an in the south, 35 kilometers away from Huangling in the southwest, and 130 kilometers away from Hukou Waterfall in the northeast. It has a good tourism surrounding environment; 210 National Highway and Luo (Chuan) Bai (Shui) Highway pass through the county. The east and west sides of the park pass through, and the transportation is very convenient.

Wanfeng Pagoda is located about two miles south of Fucheng Village, Tuji Township, Luochuan County. Fucheng Village is the location of the old Fucheng, so it is also called Wanfeng Pagoda and Fucheng Ancient Pagoda. The plane of Wanfeng Tower is eight sides and eight corners. The tower body is made of bricks. The bottom side is 3.2 meters long. The tower is more than 40 meters high and is divided into thirteen floors. The three characters "Ten Thousand Phoenix Tower" are engraved on the front door of the tower. Each floor outside the tower is decorated with door and window brackets from the Tang and Song Dynasties. Among the bricks used in the pagoda, there are also bricks with handprints from the Tang Dynasty. There are small niches on each floor of the tower with various stone sculptures inside. Most of the statues are Buddha statues, but in the small niches on the third floor, there are a group of statues of Tang Monk, Sun Wukong, Zhu Bajie and Monk Sha from the Journey to the West. The construction form of Wanfeng Pagoda is very similar to that of Zhiluo Baishan Temple Pagoda in Fuxian County, and its construction period should be the same. Wanfeng Pagoda was built in the Tang Dynasty and rebuilt in the Song and Ming dynasties, thus retaining the characteristics of each era.

There is a Futai five miles east of Wanfeng Pagoda. Viewed from here, Wanfeng Pagoda is even more spectacular. According to legend, Futai was built by Ben Chunyou, the county magistrate of the Song Dynasty. There is a poem called "Fu Tai" that praises: "For two years, I lowered my eyebrows and wore a small crown, and the terrace was built high and the ground was wide, and the flowers and trees were blooming toward the sun. There was no spring in the world like this place."
