Chapter 1 General Provisions Article 1 In order to effectively protect and scientifically utilize tourism resources, standardize the tourism market order, optimize the tourism environment, protect the legitimate rights and interests of tourists, tourism operators and their employees, and promote tourism For high-quality development, these regulations are formulated in accordance with the "Tourism Law of the People's Republic of China" and relevant laws and administrative regulations, combined with the actual situation of this city. Article 2 These regulations apply to the planning and construction, business development, service guarantee, and supervision and management activities of promoting tourism within the administrative region of this city. Article 3 Tourism development should adhere to the principle of equal emphasis on the protection and utilization of natural resources and historical and cultural resources, follow the principles of government guidance, market leadership, innovation drive, and industrial integration, and achieve the unity of social, economic and ecological benefits. Article 4 The municipal and county (district) people's governments shall incorporate tourism development into the national economic and social development plans, formulate policies and measures to promote tourism development, increase investment in and support for tourism development, and establish and improve mechanisms to promote tourism development. Comprehensive coordination mechanism and assessment and incentive mechanism to coordinate and solve problems in tourism development.

Township people’s governments and sub-district offices should cooperate with relevant departments in promoting the development of tourism within their respective administrative regions.

Village committees and residents’ committees should assist relevant departments in work related to promoting the development of tourism. Article 5 The municipal and county (district) tourism authorities are responsible for the overall coordination, guidance and services, industrial development, supervision and management of promoting the development of tourism within their respective administrative regions. Article 6: Tourism industry organizations shall carry out activities in accordance with the provisions of laws, regulations and charters, strengthen industry self-discipline management, organize and carry out professional ethics education and business training, and improve the quality of employees. Article 7 Municipal, county (district) people's governments shall develop tourism vocational education and training and strengthen the construction of tourism talent teams.

The municipal and county (district) people's governments encourage and support various social institutions and volunteers to carry out tourism public welfare activities, and reward units and individuals that have made outstanding contributions to the development of tourism. Chapter 2 Planning and Construction Article 8 The municipal and county (district) people's governments shall, in accordance with the requirements for regional tourism development, organize the preparation of tourism development plans in accordance with the law and announce them to the public. Tourism development plans across county (district) administrative areas shall be prepared by the municipal people's government or by the local county (district) people's government through consultation.

The tourism development plan of the county (district) people's government shall comply with the municipal tourism development plan and be reported to the municipal people's government for filing. Article 9 When organizing the preparation of land spatial planning and other relevant plans, the municipal and county (district) people's governments shall fully consider the need to promote tourism development and reasonably reserve space for tourism development.

In areas with rich tourism resources and concentrated tourism projects, priority should be given to the planning and construction of transportation, communications, water supply, power supply, ecological environment, medical and health and other infrastructure and public service facilities. Article 10 The municipal and county (district) people's governments shall, in accordance with the scope of their duties, conduct inspections on Bozhou Old Street, Cao Cao's underground troop transport tunnel, Cao Cao's clan tombs, the Tang Dynasty Tomb Site, the Bajiao Terrace Site, the Huaxi Tower, Huazu Nunnery, and the Ancient Well. The tribute wine brewing site, Tianjing Palace, Yuchi Temple site, Ten Thousand Buddhas Pagoda, Zhuangzi Temple and other tourism resources suitable for overall protection and utilization shall be coordinated and organized to prepare a special plan for tourism development. Article 11 The municipal and county (district) people's governments shall make overall arrangements for land use plans and give priority to ensuring construction land for key tourism projects and other projects in accordance with the law. Support the development of tourism projects using wasteland, wasteland slopes, wasteland, waste waterways (ditches, ponds), vacant properties, etc. in accordance with the law.

Encourage rural collective economic organizations to participate in tourism business activities in accordance with the law by investing in collective commercial construction land use rights, joint ventures, etc. Article 12 The municipal and county (district) people's governments shall establish and improve the financial investment guarantee mechanism for promoting the development of tourism industry and include tourism development funds in the fiscal budget.

City, county (district) people's governments should guide financial institutions to develop credit products adapted to the development of tourism in the entire region and strengthen credit support.

Support social capital investment to participate in tourism resource development and tourism project construction, and encourage various types of capital to form cross-regional, cross-industry, and cross-ownership tourism industry groups and industry alliances through equity participation, mergers, acquisitions, etc. Chapter 3 Business Development Article 13 The municipal and county (district) people’s governments shall develop all-region tourism, formulate industrial policies that are conducive to the development of all-region tourism, and promote the integrated development of tourism and related industries. Article 14 The municipal and county (district) people's governments shall make overall plans for the use of local historical and cultural resources to develop cultural tourism, and rely on cultural resources such as red culture, traditional Chinese medicine culture, Taoist culture, Cao Wei culture, and liquor culture to cultivate cultural tourism brands.

Encourage the use of historical and cultural resources such as historical and cultural blocks, ancient towns and villages, traditional ancient villages, former residences of celebrities, museums, memorial halls and historical buildings to develop cultural tourism projects and products with Bozhou characteristics.

Encourage folk tourism based on intangible cultural heritage projects, folk arts, handicrafts, traditional festivals, etc.

Encourage the development and cultivation of influential tourism brands such as cultural creativity, film and television production, cultural exhibitions, academic seminars, animation games, performances and festivals, and enrich the supply of tourism products.
