Levels and classification standards of tourism emergencies

Four levels of tourism emergencies:

1. Extremely serious (Level I) tourism emergencies:

(1) Cause or may cause tourism More than 30 people died (including missing) (including the original number, the same below), or more than 100 people were seriously injured;

(2) Caused direct economic losses of more than 100 million yuan;

( 3) A case of food poisoning affects more than 100 people and more than 2 people die, or more than 10 people die;

(4) More than 5,000 tourists are stranded, causing serious impact on local production and living order;

(5) Terrorist attacks;

(6) Criminal cases resulting in death;

(7) The following situations occur when Chinese citizens travel abroad: causing our Overseas national interests and Chinese tourists' safety and property have been seriously damaged, and have major political and social impacts; Chinese tourists need to be evacuated quickly; the State Council deems it necessary to activate other corresponding Level I tourism emergencies.

2. Major (Level II) tourism emergencies:

(1) Cause or may cause the death (including disappearance) of more than 10 but not more than 30 tourists, or serious injury of 50 people More than 100 people;

(2) Causing direct economic losses of more than 50 million yuan but less than 100 million yuan;

(3) A case of food poisoning involving more than 50 people but less than 100 people occurs simultaneously death, or more than 5 but less than 10 people die;

(4) The stranding of more than 200 but less than 5,000 tourists will have a serious impact on local production and living order;

(5) Emergencies that involve a large regional scope and are difficult for local governments to handle individually;

(6) Other tourism emergencies that the National Tourism Administration deems it necessary to initiate a Level II response.

3. Major (Level III) tourism emergencies:

(1) Cause or may cause the death (including disappearance) of 3 or more but less than 10 tourists, or serious injury More than 10 people and less than 50 people;

(2) Causing direct economic losses of more than 10 million yuan but less than 50 million yuan;

(3) A case of food poisoning involving more than 50 people and less than 100 people Death occurs, or more than 3 but less than 5 people die;

(4) The stranding of less than 200 tourists has a serious impact on local production and living order;

(5) Local tourism departments deem it necessary to initiate Level III response to other tourism emergencies.

4. General (Level IV) tourism emergencies:

(1) Cause or may cause the death (including disappearance) of less than 3 tourists, or serious injury of less than 10 tourists;

(2) Direct economic losses caused by less than 10 million yuan;

(3) A food poisoning incident involving more than 10 but less than 50 people, or more than 1 but less than 3 people. Death;

(4) The stranded tourists have a certain impact on the local production and living order;

(5) The local tourism department deems it necessary to initiate Level IV corresponding other tourism emergencies .

Legal basis:

Article 79 of the "Tourism Law of the People's Republic of China"

Tourism operators shall strictly implement production safety management and Laws, regulations, national standards and industry standards for fire safety management, corresponding safety production conditions, and tourist safety protection systems and emergency plans should be formulated. Tourism operators should carry out regular emergency rescue skills training for employees who directly provide services to tourists, conduct safety inspection, monitoring and evaluation of the products and services provided, and take necessary measures to prevent hazards. Tourism operators must take corresponding safety measures when organizing and receiving tourists such as the elderly, minors, and disabled people.
