Regulations of Chongqing Municipality on Tourism

Chapter I General Provisions Article 1 In order to protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the comprehensive, coordinated and sustainable development of tourism, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the promotion and development of tourism, the compilation of tourism planning, the protection and development of tourism resources, the activities of tourism operators and tourists, and the administrative supervision and management of tourism within the administrative area of this Municipality. Article 3 The Municipal People's Government shall establish a comprehensive coordination mechanism for tourism, study and formulate major principles and policies for the development of tourism economy, determine key tourism resources and tourist areas (spots), and coordinate and solve major problems in tourism development.

The people's governments of counties (autonomous counties and cities) may, according to the needs of tourism development, establish corresponding comprehensive coordination mechanisms for tourism work. Fourth city, county (autonomous county, city) tourism administrative departments responsible for the guidance, management and supervision of tourism work within their respective administrative areas.

The relevant administrative departments shall, according to the tourism economic development goals set by the people's governments of cities, districts and counties (autonomous counties and cities), closely cooperate and coordinate with each other, and do a good job in tourism development within their respective functions and duties. Fifth tourism administrative departments and relevant administrative departments shall support, guide and supervise the work of tourism industry associations. Chapter II Tourism Development and Promotion Article 6 The people's governments of cities, districts and counties (autonomous counties and cities) may set up special funds for tourism development according to the needs of tourism development.

The system for the use, declaration and evaluation, performance evaluation and accountability of special funds for tourism development shall be formulated separately by the Municipal People's Government. Seventh city, county (autonomous county, city) people's government should take measures to formulate policies to encourage and attract social funds to invest in tourism infrastructure, supporting facilities and environmental transformation.

Construction or renovation of key tourist areas (spots) should be strictly in accordance with the planning, improve the facilities such as roads, communications, power supply, water supply, catering, accommodation, entertainment, shopping, fire control, safety, medical care, sanitation, parking, etc., and improve the reception capacity and service quality of tourist areas (spots). Article 8 The people's governments of cities, districts and counties (autonomous counties and cities) shall support the development of tourism education and cultivate high-quality talents in tourism management, management, marketing and planning.

Tourism administrative departments and relevant administrative departments shall strengthen the guidance of professional ethics education for tourism operators and employees, organize and carry out training on tourism service norms, standards and skills, and improve the quality of tourism services. Ninth tourism administrative departments shall, jointly with the administrative departments of quality and technical supervision, organize the implementation of national standards, industry standards and local standards for the tourism industry.

Where there are no national standards and industry standards for tourism services involving personal and property safety, the municipal tourism administrative department shall, jointly with the municipal quality and technical supervision administrative department, formulate local standards. Tenth tourism administrative departments shall, according to the tourism development plan, organize the overall tourism image publicity and large-scale tourism activities within their respective administrative areas, establish tourism information consultation centers and tourism websites, increase tourism publicity, and open up domestic and foreign tourism markets. Eleventh tourism administrative departments should establish a tourism information release system. At the peak of tourism, the municipal tourism administrative department shall publish the reception information of accommodation, transportation and other tourist facilities in major tourist areas (spots) in the news media; For natural disasters, epidemics or other situations that may endanger the personal and property safety of tourists in tourist areas (spots) at home and abroad, early warning information shall be issued to tour operators and tourists in time. Twelfth to encourage tourism operators to rely on the city's industrial, agricultural, commercial, sports, science and technology, culture, education, health and other social resources to develop tourism products, to achieve the development of tourism and related industries.

Encourage the use of related professional conferences, scientific and technological exchanges, sports events, cultural performances and other activities to promote the development of tourism. Thirteenth units and individuals are encouraged to plan tourism projects according to the characteristics of tourism resources and market demand in this Municipality, and to develop tourism commodities with local characteristics in this Municipality. Fourteenth state organs, enterprises and institutions and social organizations may entrust travel agencies to handle transportation, accommodation, catering, meetings and other matters. Chapter III Tourism Planning and Resource Protection Article 15 Cities, districts and counties (autonomous counties and cities) shall formulate tourism development plans, development and construction plans for tourist areas (spots) and special tourism plans. Sixteenth tourism development planning should conform to the overall planning of economic and social development, and coordinate with the overall planning of land use, urban planning, cultural relics protection planning, ecological protection planning and related industry development planning.

The development and construction planning of tourist areas (spots) shall conform to the overall land use planning, the overall urban construction planning and the ecological protection construction planning, and be coordinated with the tourism development planning and special tourism planning. Seventeenth tourism development planning and tourism special planning by the tourism administrative department in conjunction with the relevant administrative departments of * * *.

Tourism development planning shall solicit the opinions of the tourism administrative department at a higher level, and a hearing may be held when necessary.

After the tourism development plan is submitted for approval according to regulations, it will be incorporated into the economic and social development plan.
