In the tenth year of Yongping (AD 67), two eminent Indian monks were invited to return to the capital Luoyang together with the envoys of the Eastern Han Dynasty, carrying Buddhist scriptures and statues on white horses. Emperor Ming of the Han Dynasty was very happy to see Buddhist scriptures and statues. He treated the two eminent monks with great courtesy, received them personally, and arranged for them to stay temporarily in Honglu Temple, the official office in charge of foreign affairs at that time.
In 68 AD, Emperor Ming of the Han Dynasty ordered the construction of a monastery in the north of the imperial road three miles outside Xiyongmen in Luoyang. In order to commemorate the white horse carrying sutras, it was named "White Horse Temple".
