Regulations of Hohhot Municipality on Ecological Protection of the Front Slope of Daqing Mountain

Article 1 In order to protect the ecological environment of the piedmont of Daqingshan Mountain and rationally develop and utilize the resources of the piedmont of Daqingshan Mountain, these Regulations are formulated in accordance with relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, construction, operation, utilization and related management activities of ecological protection in the front slope of Daqing Mountain. Article 3 The ecological protection zone on the front slope of Daqingshan Mountain as mentioned in these Regulations refers to the central part of the south slope of Daqingshan Mountain in the yinshan mountains as determined by the overall urban planning within the administrative area of Hohhot, east to the Wulanchabu border, south to G6 expressway, west to Baotou border and north to the south line of Daqingshan National Nature Reserve. Article 4 The ecological protection of the piedmont slope of Daqingshan Mountain shall follow the principles of government leading, protection priority, scientific planning, rational utilization, sustainable development and public participation. Article 5 The Municipal People's Government shall lead the ecological protection work of the front slope of Daqingshan in a unified way and make overall plans to solve major problems in the ecological protection work of the front slope of Daqingshan.

The people's governments of Tumote Zuo Qi, Xincheng District, Huimin District and Saihan District and their subordinate departments in charge of urban construction, forestry and grassland, urban management and law enforcement are responsible for the ecological protection of the front slope of Daqing Mountain and related administrative law enforcement work.

Municipal departments in charge of urban greening, forestry and grassland, urban management and law enforcement, natural resources, urban and rural planning, ecological environment, water affairs, agriculture and animal husbandry shall, in accordance with their respective functions and duties, do a good job in ecological protection of the front slope of Daqing Mountain.

The Township People's Government shall be responsible for the ecological protection of the front slope of Daqingshan within its jurisdiction, and the villagers' committee shall assist in the ecological protection of the front slope of Daqingshan. Article 6 The Municipal People's Government and the people's governments of Tumote Zuo Qi, Xincheng District, Huimin District and Saihan District shall include the ecological protection funds of the front slope of Daqing Mountain into the fiscal budget at the corresponding level, and the funds shall be used for special purposes. Article 7 Persons entering the ecological protection zone on the front slope of Daqingshan Mountain shall abide by the management system, make a civilized tour, take good care of animals and plants and public facilities, and observe public order and social morality. Article 8 All units and individuals have the obligation to protect the ecology of the front slope of Daqingshan, and have the right to stop, report and accuse the acts that destroy the ecology of the front slope of Daqingshan.

The people's governments of Tumote Zuo Qi, Xincheng District, Huimin District and Saihan District, as well as the competent departments of urban construction, forestry and grassland, urban management and law enforcement, shall establish a complaint reporting mechanism and announce the complaint reporting telephone number to the public. Article 9 Enterprises, individuals and other social forces are encouraged to participate in the ecological protection of the front slope of Daqingshan Mountain and make outstanding contributions, which shall be commended and rewarded by the municipal and local flag and district people's governments. Article 10 The municipal competent department of urban and rural planning shall, jointly with relevant departments, prepare a special plan for ecological protection of the front slope of Daqing Mountain, and report it to the Municipal People's Government for approval and promulgation.

The special plan for ecological protection of the piedmont slope of Daqing Mountain should include drinking water source protection, soil and water conservation, tree and grassland protection, animal and plant diversity protection, cultural relics protection, ecological agriculture development, infrastructure construction, mine restoration and management, etc. , according to the carrying capacity of water resources, rational planning of ecological construction. Eleventh approved special planning for ecological protection of the front slope of Daqing Mountain, no unit or individual may change or adjust it without authorization. If it is really necessary to change or adjust, it shall be submitted for approval in accordance with the original examination and approval procedures. Twelfth in the administrative area of this Municipality, all kinds of planning revisions involving the front slope of Daqingshan Mountain should be linked with the special planning for ecological protection of the front slope of Daqingshan Mountain.

New projects in the ecological protection area of the front slope of Daqing Mountain shall conform to the special planning of ecological protection of the front slope of Daqing Mountain and be in harmony with the ecological environment.

If the completed buildings and structures do not conform to the special plan for ecological protection of the front slope of Daqing Mountain, they shall be demolished or gradually moved out within a time limit. Thirteenth Daqingshan front slope ecological protection zone, the following construction activities are prohibited:

(a) the construction of housing, villas and other real estate development projects;

(2) Building industrial projects harmful to the ecological environment;

(3) Mining, sand mining and earth borrowing;

(four) the construction of industrial solid waste centralized storage and disposal facilities and places;

(five) the establishment of domestic waste landfill and disposal facilities;

(six) the construction of other buildings and structures that pollute the environment and destroy the ecology. Article 14 Construction units and construction units that have been approved to build municipal facilities, parking lots and other public welfare projects in the ecological protection zone on the front slope of Daqingshan Mountain shall go through administrative examination and approval procedures such as environmental impact assessment, pollution prevention and control, water and soil conservation scheme, use of woodland and grassland, and tree cutting. Article 15 If ecological construction such as green space, water body and landscape is carried out in the ecological protection zone on the front slope of Daqingshan Mountain, the construction form of supporting service facilities shall meet the requirements of small-scale and garden-style, and its planning and design scheme shall be determined by the relevant departments of the local flag and district people's government in accordance with the management authority. Article 16 The people's governments of Tumote Zuo Qi, Xincheng District, Huimin District and Saihan District and relevant departments shall formulate management systems to strengthen the ecological protection of the front slope of Daqing Mountain:

(1) Delineating protected areas to improve the living environment quality of wild animals and plants;

(two) to establish archives of ancient buildings and places of interest, delimit the scope of protection, and take measures such as lightning protection, fire prevention, flood control, earthquake prevention, theft prevention, sand prevention and wind prevention;

(three) to take environmental protection, forest fire prevention and pest control measures, and to ban key areas when necessary;

(four) the registration of ancient and famous trees, and take measures to protect and revitalize;

(five) the establishment of boundary markers and protection facilities in protected areas.
