Anshun Hongshan Lake Park Management Regulations

Article 1 In order to strengthen the protection and management of Hongshan Lake Park, create a landscape garden city with a beautiful environment, and promote the construction of ecological civilization, these regulations are formulated in accordance with the provisions of relevant laws and regulations and in light of the actual situation of this city. . Article 2 These Regulations shall apply to the planning, construction, protection and management activities of Hongshan Lake Park.

The term Hongshan Lake Park in these regulations refers to the Hongshan Lake area and Jinzhong Mountain area in Xixiu District (hereinafter referred to as the district). The scope of the Hongshan Lake area is: Beihang Road in the north, Hongshan Lake Road in the south, Wudang Road and Huanhu West Road in the west, and Dongshan Road in the east, with a total area of ??195.94 hectares. The scope of the Jinzhongshan area is: the northern foot of Hongshan in the north, Jinzhong Square in the south, Jianjun Road in the west, and the east foot of Hongshan in the east, with a total area of ??52.16 hectares. Article 3 The protection and management of Hongshan Lake Park shall adhere to the principles of scientific planning, protection priority, comprehensive management, public participation, and sustainable utilization. Article 4 The municipal and district people's governments shall incorporate the protection and management of Hongshan Lake Park into the national economic and social development plans and annual plans at the same level, and the required funds shall be included in the fiscal budget at the same level.

Citizens, legal persons and other organizations are encouraged to participate in the construction and protection of Hongshan Lake Park through donations or investments. Article 5 The municipal and district people’s governments shall strengthen leadership over the protection and management of Hongshan Lake Park.

The urban and rural planning, environmental protection, land and resources, forestry, housing and construction, water affairs, urban management, industry and commerce, fishery, health and family planning, food and drug supervision, public security and other departments of the municipal and district people's governments shall, in accordance with their respective responsibilities, Do a good job in the protection and management of Hongshan Lake Park.

The Hongshan Lake Park management agency is responsible for the specific implementation of Hongshan Lake Park protection and management under the guidance and supervision of relevant administrative departments. Article 6 The management agency of Hongshan Lake Park shall perform the following responsibilities:

(1) Promote and implement relevant laws and regulations;

(2) Assist the planning administrative department in formulating and implementing Hongshan Lake Park. Shanhu Park master plan and assist relevant administrative departments in implementing detailed plans;

(3) Establish and improve various systems for protection and management, and clarify and implement various management responsibilities;

( 4) Manage, maintain and improve the supporting facilities of Hongshan Lake Park;

(5) Maintain the public order of Hongshan Lake Park and formulate and implement various emergency plans for safety warning, fire prevention, rescue and so on;

(6) Set up tourist instructions, guide maps, signs, warning signs and other relevant signs, and publish service supervision telephone numbers;

(7) Other responsibilities assigned by the District People's Government . Article 7 Citizens, legal persons and other organizations have the obligation to protect Hongshan Lake Park, and have the right to report any behavior that pollutes or damages the natural ecological environment and cultural landscape of Hongshan Lake Park.

For units and individuals that have made significant contributions to the protection and management of Hongshan Lake Park, the municipal and district people's governments may commend and reward them in accordance with relevant national regulations. Article 8 The municipal and district people’s congresses and their standing committees shall strengthen supervision of the protection and management of Hongshan Lake Park and conduct regular inspections on the implementation of these regulations.

The municipal and district people's governments shall regularly report to the people's congress at the same level or its standing committee on the protection and management of Hongshan Lake Park. Chapter 2 Planning and Construction Article 9 The administrative department of urban and rural planning of the Municipal People's Government shall organize the preparation of the overall plan and detailed plan of Hongshan Lake Park, submit them to the Municipal People's Government for approval and implementation, and report them to the Standing Committee of the Municipal People's Congress for filing.

The planning and preparation of Hongshan Lake Park should comply with the overall land use plan, urban overall plan and ecological civilization construction plan, and be connected with relevant plans such as environmental protection, wetland protection and water resources protection and utilization.

After the overall plan and detailed plan of Hongshan Lake Park are approved in accordance with the law, no unit, organization or individual may modify it without authorization. If modification is really necessary, it shall be submitted to the original approving authority for approval according to the original approval procedures. Article 10 The specific boundaries of Hongshan Lake Park shall be organized and delineated by the urban and rural planning administrative department of the Municipal People's Government, and shall be announced to the public upon approval by the Municipal People's Government. The management agency of Hongshan Lake Park shall establish stakes at the boundary site of Hongshan Lake Park. Article 11 The site selection, layout, height, volume, shape, style and color tone of the planned construction projects in Hongshan Lake Park shall comply with the detailed plan. Article 12 The construction of temporary buildings and structures in Hongshan Lake Park must be approved by the urban and rural planning administrative department of the Municipal People's Government.

The use period of temporary buildings and structures shall not exceed 2 years. The construction units or individuals of the buildings and structures shall dismantle and restore them to their original condition before the expiration of the period. Article 13 Within the Hongshan Lake Area, no construction projects other than public facilities permitted by planning and construction permission shall be engaged in. Article 14 In Hongshan Lake Park, urban real estate development and new construction, reconstruction, and expansion of office buildings for government agencies, enterprises, institutions, and village (resident) committees are not allowed; illegal new construction, reconstruction, or expansion of office buildings on homesteads, private land, or private hills is not allowed. Expansion of personal housing. Chapter 3 Protection and Management Article 15 The topography, water bodies, vegetation, wild animals and plants, atmosphere and other natural ecological environments as well as public facilities such as cultural landscapes in Hongshan Lake Park shall be protected.

The District People's Government should strengthen the afforestation and greening work on barren hills and wastelands suitable for forestation in Hongshan Lake Park.

Encourage units and individuals to plant commemorative trees and forests in designated areas that are in harmony with the landscape and scenery.

The municipal and district people’s governments should establish and improve the ecological restoration and land use compensation mechanism of Hongshan Lake Park.
