Wuhan Tourism Regulations (216)

chapter I general provisions article 1 in order to safeguard the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, effectively protect and rationally utilize tourism resources, and promote the sustained and healthy development of tourism, these regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Hubei Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to tourism activities, business activities providing services for tourism activities and related supervision and management within the administrative area of this Municipality.

if there are other provisions in laws and regulations on scenic spots, nature reserves, parks, cultural relics protection, intangible cultural heritage protection and places for religious activities, those provisions shall prevail. Article 3 The development of tourism in this Municipality shall follow the principle of unified planning and sustainable development, adhere to the combination of tourism resources protection and development and utilization, adhere to the unity of economic benefits, social benefits and environmental benefits of tourism, highlight the urban and eco-tourism characteristics of national historical and cultural cities and riverside and lakeside, and build a national tourism center city. Article 4 The municipal and district people's governments (including the administrative committees of development zones, scenic spots and chemical industrial zones, the same below) shall regard tourism as a strategic pillar industry of the city's national economic and social development, strengthen the organization and leadership of tourism work, establish and improve the comprehensive coordination management mechanism and corresponding organizations, strengthen the macro-control of tourism development, and make overall plans for the protection and development and utilization of tourism resources, tourism services, tourism industry development, tourism image promotion, tourism market supervision and tourism safety supervision.

the specific tourism regional management institutions determined by the state, the province and this municipality shall make overall coordination on the protection, development and utilization of tourism resources, tourism services, tourism image promotion and tourism safety supervision in this region.

the people's governments of townships (towns) and sub-district offices where tourist attractions (spots) are located shall, jointly with relevant departments, do a good job in the protection, development and utilization of tourism resources, the development of tourism industry, the supervision of tourism safety, the maintenance of tourism environmental order and the promotion of civilized tourism in their respective administrative areas. Article 5 The municipal and district tourism authorities shall be responsible for the compilation of tourism planning, the promotion of tourism, the promotion of tourism image, the organization and coordination of the protection, development and utilization of tourism resources, and the guidance, supervision and management of tourism business activities within their respective administrative areas.

Chapter II Tourism Promotion and Development Article 7 The municipal and district people's governments shall incorporate the development of tourism into the national economic and social development plan, and make overall plans and arrangements for the protection and development of local tourism resources, the construction of tourism infrastructure and public service facilities, the development of tourism market, the development of tourism industry and regional tourism cooperation.

relevant departments of the municipal and district people's governments shall, in combination with their respective responsibilities, formulate corresponding measures to promote the development of local tourism. Article 8 The municipal and district people's governments shall arrange special funds for tourism development in the annual financial budget, which shall be used for the promotion of city image, the construction of tourism service facilities, the organization of major tourism promotion activities and the guiding investment of key tourism projects. Article 9 The municipal and district people's governments shall formulate a plan for the development of smart tourism, guide and support tourism operators to participate in the construction of smart tourism, and promote the intelligentization of tourism services, tourism management, tourism marketing and tourism experience.

the municipal people's government should strengthen the construction of tourism informatization, establish a city-wide and regional intelligent tourism public service platform, and improve the tourism public service system such as tourism information, consultation and assistance. According to the needs, set up tourist information facilities in airports, railway stations (tourist distribution centers), docks, tourist hotels, tourist attractions (spots), tourist shopping places and other public places, and provide free tourist information consulting services such as tourist attractions (spots), transportation, meteorology, catering, accommodation, medical first aid, and early warning of tourist flow.

the tourism authorities shall, jointly with the public security traffic management, transportation, urban management, gardening and forestry and other relevant departments, set up tourist-oriented signs for major tourist attractions (spots), tourist distribution centers, airports, stations and docks on highways and urban roads in accordance with relevant national standards. Article 11 The municipal tourism administrative department shall formulate the city's tourism image publicity plan, establish tourism publicity outlets and multilingual tourism promotion websites, strengthen the domestic and overseas publicity of the city's image and tourism products, and promote the city's tourism image.

the municipal port authorities shall coordinate the customs, frontier inspection, inspection and quarantine, and entry-exit administration departments to provide convenience for overseas tourists to stay and enter and leave China.

the municipal tourism authorities should cooperate with universities and enterprises to establish a training base for tourism talents, carry out professional ethics education and skills training in tourism professionals, support the construction of multilingual tour guides, and improve the quality and ability of tourism professionals.
