What are the requirements for going to Macau?
To go to Macao, you need to meet the following conditions:
1. Mainland residents travel to and from Hong Kong and Macao Special Administrative Regions for personal reasons, visit relatives, engage in business, training, employment and other non-official activities, and apply to the municipal or county public security exit-entry administration department where their household registration is located;
2. Have a pass to and from Hong Kong and Macao and a valid endorsement issued by the exit and entry administration department of the public security. Mainland residents who wish to settle in Hong Kong and Macao Special Administrative Regions shall apply to the municipal or county public security exit-entry administration department where their household registration is located;
3. Go to Hong Kong and Macao with the passport issued by the exit and entry administration department of public security. Holders who settle in the Hong Kong Special Administrative Region must leave the country at Luohu Port, Shenzhen Bay Port, Shekou Wharf Port (by boat) and Futian Port;
If the holder wants to settle in the Macao Special Administrative Region, he must leave the country from Gongbei Port in Zhuhai.
To sum up, mainlanders in Hong Kong are granted visa-free access to Macau because Chinese mainland passport holders are domestic tourists and can enjoy the visa-free policy.

Specific management measures shall be formulated by the State Council.
Article 11
When China citizens leave or enter the country, they shall submit their passports or other travel documents and other exit and entry documents to the entry-exit frontier inspection authorities, and shall go through the prescribed procedures before leaving or entering the country.
At qualified ports, the entry-exit frontier inspection organs shall provide special passages and other convenient measures for China citizens to enter and leave the country.
