People's governments at or above the county level may prepare special plans for the development and utilization of key tourism resources based on the tourism development plan, and organize their implementation. Article 10 The preparation of tourism development plans and special plans for the development and utilization of key tourism resources shall be connected with the overall land use plan, urban and rural planning, environmental protection plan and other plans for the protection and utilization of natural resources, cultural relics and other human resources.

When formulating or adjusting the national economic and social development plan, overall land use plan, urban and rural planning, and other special plans involving tourism, the relevant departments should consider the actual needs of tourism development and solicit tourism information from the people's government at the same level.
