The flow of private foreign exchange can only be guided, not restricted too much. There seems to be nothing unusual about the foreign exchange obtained by nationals from proper channels in consumption abroad. As for some people's unidentified or improper foreign exchange income, or illegal activities of "money laundering" through outbound tourism, it should be another matter. Setting more thresholds to prevent citizens from spending their foreign exchange is actually against the principle of social equity. As for the statement that "the expenditure of outbound tourism has caused the leakage of domestic demand", although it is understandable from the perspective of "patriotism", it obviously confuses the concept, because outbound tourism and domestic tourism cannot completely replace each other. Even if the country completely restricts the national outbound tourism consumption, the national tourism consumption cannot be the sum of the existing outbound tourism consumption and domestic tourism consumption. Although in the balance of payments, national consumption abroad is counted as "foreign exchange leakage", this leakage is normal, reasonable and inevitable.
