Article 1. In order to protect and rationally develop and utilize tourism resources, standardize the management of the tourism industry, and promote the development of tourism in Jinxiu Yao Autonomous County (hereinafter referred to as the autonomous county), in accordance with relevant national laws and regulations, and in accordance with the actual situation of the autonomous county, Establish these regulations. Article 2 All units and individuals engaged in the protection, development and utilization of tourism resources, tourism operations, tourism supervision and management, and tourism activities within the autonomous county shall abide by these regulations.
The tourism resources referred to in these regulations refer to natural landscapes, cultural landscapes and folk customs that have ornamental and tourist value, can be developed and utilized for the development of tourism, and can produce economic and social benefits. Article 3 The autonomous county shall incorporate tourism into the national economic and social development plan, formulate preferential policies, take effective measures to guide and increase investment in the tourism industry, strengthen the construction of tourism infrastructure, improve the tourism environment, and encourage and support the development of the tourism industry. Article 4 The people's government of an autonomous county shall formulate an overall plan for the development of tourism resources, and the tourism administrative department of the autonomous county shall organize and implement it in conjunction with relevant functional departments.
The overall plan for tourism resource development must comply with the autonomous county’s overall tourism development plan, land use overall plan, urban and rural construction overall plan, nature reserve plan, forest park and scenic area plan, comprehensive water resources plan and cultural relic protection meet the requirements of maintaining the original style of the natural landscape, highlighting national characteristics, and maintaining ecological balance.
No unit or individual may change the approved and effective tourism resource development master plan without authorization. If changes are really needed, they must be approved by the original approving authority and reported to the relevant superior department for filing in accordance with regulations. Article 5 The construction, reconstruction, and expansion of tourist attractions and attractions projects shall comply with the overall plan for the development of tourism resources in the autonomous county, and shall be approved and approved in accordance with relevant regulations with the consent of the tourism administrative department. Article 6 The tourism administrative departments of autonomous counties are responsible for the management of tourism within their own administrative regions.
All relevant administrative departments in autonomous counties should cooperate with the tourism administrative department to do a good job in tourism management. Article 7 The development of tourism resources must adhere to the principles of unified planning, rational development, strict protection, outstanding characteristics, scientific management, and sustainable development. Article 8 If domestic and foreign investors invest in developing tourism resources, constructing key tourist attractions, attractions and tourist facilities and engaging in business activities, the autonomous county will provide consideration in terms of land use and local corporate income tax. Specific measures shall be formulated by the autonomous county people's government. Article 9 The people's government of the autonomous county shall include tourism development funds in the annual fiscal budget and raise funds through multiple channels for special use in the development of tourism. Article 10 Autonomous counties shall consider the interests of local people when developing and constructing scenic spots and scenic spots. Article 11 Illegal felling of trees, mining of landscape trees, hunting of wild animals, collection of various plant specimens, planting of crops, grazing, soil and stone extraction, and other damage or pollution are prohibited in the tourist attractions planned to be developed or developed in the autonomous county. Article 12 All tourism service industries established within the territory of autonomous counties and service projects set up in tourist attractions must be approved by the tourism administrative department of the autonomous county and obtain a "Tourism Business License". Article 13 Any tourist attractions or attractions that are qualified to receive tourists shall establish a management agency and formulate a management system to be responsible for the protection and construction of scenic spots and attractions and the management of tourist safety, environmental sanitation, public security, commerce and other services. Article 14 Autonomous counties implement a graded management system for tourist attractions and attractions. The tourism administrative department, together with relevant departments, will apply for the grade of local tourist attractions and attractions based on the landscape content, construction scale, reception scale, service quality, management level, public security, health conditions, viewing, cultural and scientific value, etc. , and will be announced to the public after review and approval by the superior competent department. Article 15 Tour guides (including part-time tour guides) must pass the tour guide qualification training examination and obtain the "Tour Guide Qualification Certificate" and "Tour Guide Certificate" issued by the national or autonomous region tourism administrative department before they can engage in tour guide services. Employees must hold a certificate to work.
Travel agencies and tourism companies are not allowed to hire or appoint personnel who do not have a "Tour Guide Qualification Certificate" or "Tour Guide Certificate" to engage in tour guide services. Article 16 Tourism employees must abide by professional ethics and are not allowed to ask for tips or accept kickbacks. Article 17 Tourism operators shall implement the regulations on tourism safety management of the state, autonomous regions and autonomous counties, establish a safety management responsibility system, and ensure the personal and property safety of tourists. Article 18 The People's Government of autonomous counties should attach great importance to exploring and utilizing cultural tourism resources with national characteristics, developing tourism products with national characteristics, and broadening the tourism market. Article 19 Anyone who violates the provisions of Article 11 of these Regulations shall be punished by the relevant administrative departments in accordance with relevant laws and regulations, depending on the severity of the case. If a crime is constituted, criminal liability shall be pursued in accordance with the law. Article 20 Anyone who violates the provisions of Article 12 of these Regulations shall be given a warning and ordered to make corrections by the autonomous county tourism administrative department. If the circumstances are serious, a fine of not less than 100 yuan but not more than 5,000 yuan shall be imposed. Article 21 Anyone who violates the provisions of paragraph 1 of Article 15 of these Regulations shall be given a warning by the autonomous county tourism administrative department. If the person still fails to make corrections, he shall be ordered to make corrections and a fine of not more than 200 yuan shall be imposed.
Anyone who violates the provisions of paragraph 2 shall be given a warning and ordered to make corrections by the autonomous county tourism administrative department. If the circumstances are serious, a fine of not less than RMB 1,000 but not more than RMB 10,000 shall be imposed; if the person refuses to make corrections, the issuing authority shall revoke his or her "Tourism Business License" .
