"The business district is a project that must be inspected to create an excellent tourist city in China, which is of great help to promote the development of business and tourism." Ye Changchun, deputy director of Suining Construction Planning Bureau, said. Almost all local officials interviewed by Southern Weekend mentioned that building an excellent tourist city is the most direct driving force for business circle construction.

In a letter of responsibility of "striving for 40 days to create an excellent tourist city and achieve a major breakthrough", the first of the 26 construction tasks is "business district".

In fact, the accepted concept of business district refers to a place where a large number of financial, commercial, trade, information and intermediary service institutions are concentrated, with a large number of supporting facilities such as business offices, hotels and apartments, perfect municipal transportation and communication conditions, and convenient for modern business activities.

"This business district is productive." An official said. However, Suining business circle is more consumption. At present, there are no financial institutions and enterprises, and the most striking thing in the local area is large shopping malls. It can also be seen from the construction projects that the projects with more than 20 million yuan are mainly road construction, and there is no other construction related to business activities.

Many settings in the business district are for tourism. "There are tourist shopping streets, centralized tourist shopping supporting services, tourist consultation points and tourist reception centers, which were not available in Suining before, and now we must focus on construction." Deng Wei, director of Tourism Bureau, said.

Looking through the Detailed Rules for the Implementation of Inspection Standards for Excellent Cities, Inspection Standards is a scoring system, and the existence and quality of construction projects are divided into different scores. According to Deng Wei, in addition to Suining, Deyang and Guangyuan declared that "the National Tourism Administration has only two guiding places for Sichuan" this year. She said there was a lot of competition.

The "Inspection Standard" does not stipulate that a business circle must be built. The construction of Suining business circle also contains the revival power of merchants' land and the interest impulse of shopping malls eager to grow.

Suining has always been a business center and logistics distribution center in central Sichuan, with a strong business atmosphere. In the business circle, the price of shops reached 30,000 yuan/square meter, which once made a Wenzhou businessman stunned. Three years ago, some mall owners began to call on the government to pay attention to this neighborhood and improve the shopping environment. Wu Jie, CEO of Yongyi Department Store and deputy to the National People's Congress, submitted a proposal in recent years, suggesting that the government build a "core business district". He looks forward to "building more beautiful streets and creating a better shopping atmosphere".
