The approval of travel agencies to engage in overseas tourism business by the tourism administrative department of the State Council shall conform to the requirements of tourism development planning and rational distribution.

Without the approval of the tourism administrative department of the State Council, no unit or individual may operate overseas tourism business without authorization or in disguised form by means of business, inspection and training.
