During the Eleventh Five-Year Plan period, the main tasks of tourism development in the autonomous region are to cultivate a number of tourist center cities and characteristic tourist cities, build world-class tourist destinations, and build four major tourism cooperation networks.

The third is to build a boutique tourist attraction, continue to develop tourism products with grassland tour, desert tour, folk custom tour and religious culture tour as the main contents, promote the basic formation of holiday and leisure tourism products with hot springs, forests and lakes, form a series of characteristic tourism products such as ecological adventure, ice and snow sports, conference forum, self-driving cross-country tour and border tourism, and organically combine red tourism with green tourism to cultivate a number of key red tourism brands. Strive to build the autonomous region into a tourist hotspot with grassland and ethnic customs as the main brands and desert, forest, ice and snow, border and historical and cultural tourism as the auxiliary brands on 20 10, integrating sightseeing, conferences, festivals, leisure and summer vacation, spa, skiing, special tourism and other products. Focus on improving a series of world-class tourism products represented by Genghis Khan Mausoleum, Ashatu Stone Forest, Aershan Hot Springs, Elgon Forest Grassland, Ejina and border crossings.
Focus on cultivating and building about 10 tourism products with large scale, strong comprehensiveness, outstanding characteristics, considerable international influence and representing the tourism image of Inner Mongolia Autonomous Region. On the basis of the existing 17 AAAA tourist areas, 3 ~ 5 national AAAA tourist areas will be built. Add 10 ~ 15 AAAA tourist areas and a number of AAA tourist areas; Focus on building 2 ~ 3 tourist resorts with domestic influence and 6 ~ 8 tourist resorts at the autonomous region level; Effectively integrate tourism resources, and launch 3 ~ 5 tourist route products that have great influence at home and abroad and adapt to different consumption levels.
Fourth, focus on building four boutique tourist routes. According to the city-oriented mode of organizing cities by circular lines and scenic spots (spots) by cities, we will strengthen the concept of coordinated development of tourist areas, break administrative divisions, improve the infrastructure and tourism service facilities of each line around four boutique tourist routes, build a number of core tourist attractions and characteristic tourist center towns, promote multi-level and all-round regional cooperation, and cultivate a number of boutique tourist circular lines that are influential in the domestic and foreign tourism markets. On the basis of four boutique tourist routes, give full play to the regional advantages of the autonomous region, cultivate inter-provincial boutique tourist routes, and realize resource sharing, information exchange, line interconnection, mutual exchange of tourists and complementary advantages with surrounding areas. Hohhot, Wulanchabu, Erdos, Chifeng and Xilin Gol League should actively participate in the tourism cooperation around Bohai Sea and Beijing-Tianjin-Hebei region, integrate into the Beijing-Tianjin-Hebei tourism circle, jointly create barrier-free tourist areas, and actively carry out tourism cooperation with neighboring Shanxi and Shaanxi. Hulunbeier City and Xing 'an League should make full use of their geographical advantages, do a good job in tourism cooperation with the three eastern provinces, and rely on port advantages to develop border tourism.
