National Development and Reform Commission: Hainan Province will launch a tourism revitalization plan

On March 1 1, the official micro-signal of the National Development and Reform Commission announced that Hainan Province will formulate a plan for the recovery and revitalization of Hainan's tourism industry in three stages: short-term, medium-term and long-term, and release the Plan for the Revitalization of Hainan's Tourism Industry (2020-2023) and the Implementation Plan for the Promotion of Hainan's Tourism Market.

On the afternoon of March 2nd, Shen Xiaoming, Governor of Hainan Province, presided over the 44th executive meeting of the 7th Hainan Provincial Government to study the tourism revitalization plan and the construction of marine health system in Hainan Province. The meeting studied the Tourism Revitalization Plan of Hainan Province (2020-2023, draft for review).

According to the National Development and Reform Commission, the COVID-19 epidemic has had a great impact on Hainan's tourism. Facing the complicated and severe situation, Hainan Province and Qi Xin have made concerted efforts to reduce the impact of the epidemic on tourism consumption and continue to advance the long-term goal of anchoring an international tourism consumption center.

After the epidemic situation is stabilized, we will launch a series of activities of the International Year of Tourism Consumption in an all-round way, actively attract domestic and foreign tourists, and carry out specific preferential treatment for medical personnel and other groups nationwide, implement the plan of Hainan people visiting Hainan, fully release local consumption, resume foreign chartered flight routes, and restore and open the inbound tourism market as appropriate.

Prior to this, on February 9th, the General Office of the People's Government of Hainan Province issued "Six Measures for Hainan Province to Support Hainan Tourism Enterprises to Overcome Difficulties in Coping with the novel coronavirus Epidemic" (hereinafter referred to as "Measures"), which formulated six measures for Hainan tourism enterprises, such as helping enterprises to stabilize their posts, extending the period of handling social security business, reducing rent, reducing operating costs, reducing or delaying the payment of relevant taxes and fees, and strengthening financial support.

The tourism enterprises mentioned in these Measures include travel agencies, scenic spots, hotels, tourism performing arts and golf tourism registered in Hainan.

According to the "Measures", in terms of supporting the stable operation of enterprises, Hainan Province will refund 50% of the total unemployment insurance premium actually paid by the unit and its employees in the previous year to the insured tourism enterprises that have not laid off employees or laid off fewer employees.

In terms of financial support, Hainan Province will provide new loans to tourism enterprises affected by the epidemic in 2020, and the provincial finance will give a 30% discount on the loan preferential interest rate on the day of signing the loan contract.

In terms of enterprise operating costs, Hainan Province can postpone the payment of electricity, water and gas required for the production and operation of tourism enterprises for three months after confirmation by the relevant competent authorities. During the period of deferred payment, the measures of "non-stop payment of arrears" will be implemented, and the late payment fee will be exempted. In addition, travel agency enterprises can apply for the use of travel agency quality deposit, the maximum does not exceed 80% of the total. From June 5438+0, 2020 to the month when the epidemic was released, the time limits for registration, payment base declaration and insurance premium payment were extended to three months after the epidemic ended.

In terms of tax reduction and exemption, Hainan Province will reduce the property tax and urban land use tax payable by tourism enterprises that have operational difficulties due to the epidemic in the first quarter of 2020. For tourism enterprises that lease state-owned (including collective) assets, the rent in the first quarter of 2020 will be reduced or exempted; For renting other business premises, the local government encourages the owners (landlords) to reduce the rent of tourism enterprises, which shall be settled by both parties through consultation. Tourism enterprises in Sanya can apply for the reduction or exemption of tourist sea area use fees.

According to the news of the National Development and Reform Commission, for example, the Sanya municipal government supports tourism enterprises to carry out employee skills training through employment subsidy funds and vocational skills upgrading funds to ensure the stable employment of employees of tourism enterprises. Tourism enterprises are encouraged to upgrade their business premises during the epidemic period, and the government provides policy support such as planning and construction permits.

Meanwhile, Sanya has allocated 654.38 billion yuan to stabilize the tourism market in Sanya. Provide low-interest loans to key tourism enterprises with cash flow difficulties; For tourism enterprises that have difficulties in repaying loans, financial institutions will not grant loans and extend them appropriately; Small and medium-sized tourism enterprises with loan difficulties are guaranteed by the municipal financing guarantee company.

On the other hand, in terms of innovative support policies, all Hainan tourists can get a comprehensive travel insurance of "traveling in Hainan and worrying about the epidemic" for free, and they can get compensation for personal injuries or medical expenses caused by force majeure such as COVID-19 and other epidemic diseases and natural disasters.

At present, Sanya City is studying the establishment of a statutory body-Sanya Tourism Promotion Bureau, focusing on developing domestic and foreign tourism markets, promoting foreign exchanges and cooperation, and exploring new mechanisms, new models and new ways to promote open tourism.
