Measures for the standardized management of culture and tourism
The Ministry of Culture and Tourism has promulgated the Administrative Measures for Cultural and Tourism Standardization (hereinafter referred to as the Administrative Measures), which will further standardize the work of cultural and tourism standardization and give full play to the leading and supporting role of standardization in the high-quality development of the industry.
1. What is the background of the formulation of the Administrative Measures?
From 2009 to 20 16, the former Ministry of Culture and the former National Tourism Administration respectively formulated the Administrative Measures for Standardization of Cultural Industries (Provisional), the Administrative Measures for Standardization of National Tourism and the supporting documents, Administrative Measures for the Revision of National Tourism Standards and Industry Standards. Over the past ten years, the relevant measures have played a positive role in standardizing cultural and tourism work and improving the management level and service quality of the industry.

In recent years, the General Administration of Market Supervision has also issued a series of normative documents on standardized management. Due to the corresponding changes in the policy basis, organizational structure, coverage and management requirements of cultural and tourism standardization, in order to adapt to the new situation and new requirements, on the basis of the original institutional achievements in the field of culture and tourism, combined with the actual work of the Ministry of Culture and Tourism, the Administrative Measures were formulated, which incorporated the latest policy spirit and management regulations in time.
2. What is the basis for formulating the Administrative Measures?
The "Administrative Measures" are the requirements for implementing the spirit of the 20th Party Congress and the Outline of National Standardization Development. According to People's Republic of China (PRC) Standardization Law, Measures for the Administration of National Standards, Measures for the Administration of Compulsory National Standards, Measures for the Administration of Industry Standards, Measures for the Administration of Local Standards, Regulations for the Administration of Group Standards, Measures for the Administration of Enterprise Standardization and Measures for the Administration of National Professional Standardization Technical Committee,
3. What are the main contents of the Administrative Measures?
Article 28 of Chapter V of the Administrative Measures includes general provisions, institutions and responsibilities, formulation, implementation and supervision of standards, and supplementary provisions. Among them, the first chapter mainly defines the purpose, scope of application and working principles of standardization; The second chapter focuses on the responsibilities of the centralized standardization departments and business departments, as well as the management measures of the National Professional Standardization Technical Committee. The third and fourth chapters explain in detail the management requirements and processes of the whole process of formulation, implementation and supervision of cultural and tourism standards.
4. What are the principles of cultural and tourism standardization?
Cultural and tourism standardization should follow the following principles: compliance with laws and regulations and relevant state regulations; Practice the socialist core values and stick to the correct direction; Adapt to the laws of cultural and tourism development and industry needs, adhere to the unity of social benefits, economic benefits and ecological benefits, and adhere to the bottom line of industrial safety production; The standard-setting process is open and transparent, fully reflecting the demands of stakeholders; It fully embodies the scientificity, standardization, coordination and timeliness.

Cultural and tourism standards include national standards, industry standards, local standards, group standards and enterprise standards. Among them, the standards of culture and tourism industry are formulated by the Ministry of Culture and Tourism. 6. After the promulgation of the Administrative Measures, what follow-up work arrangements does the Ministry of Culture and Tourism have to promote its implementation?
After the "Administrative Measures" are released to the public, they will be further publicized through illustrations, expert interviews and training on the basis of policy interpretation, and relevant national professional standardization technical committees will be organized to strengthen the promotion and implementation. From March 1 2023, the formulation, implementation and supervision of cultural and tourism standards shall be implemented in accordance with the Administrative Measures.
Follow-up will be based on the needs of the work to develop the "management measures" supporting implementation details. Detailed requirements on the audit process, time nodes and application materials in the specific operation process of cultural and tourism standardization work will be stipulated in the implementation rules and standard project guidelines issued every year.
