Article 12 of the Measures for the Administration of Issuing Ordinary Passports and Entry-Exit Passes in China.
If an ordinary passport is damaged, lost or stolen, a citizen may apply to the exit-entry administration of the public security organ of the local people's government at or above the county level for a replacement. When applying, in addition to the materials specified in Article 4 of these Measures, relevant materials shall also be submitted:
(1) If the certificate is damaged and applied for replacement, the damaged certificate and the explanation of the reasons for the damage shall be submitted;
(two) if the certificate is lost or stolen and applies for a replacement, the certificate of loss and the description of the loss or theft shall be submitted.
Citizens who have settled abroad to return to China for a short period of time to apply for a replacement ordinary passport shall submit it to the exit-entry administration department of the public security organ of the local people's government at or above the county level in their temporary residence. In addition to the corresponding materials mentioned in the preceding paragraph, the certificate of going abroad to settle down and the temporary residence permit and a copy issued by the public security organ of the temporary residence shall also be submitted.

Citizens who engage in border trade, border tourism services or participate in border tourism on the border tourism routes approved by the relevant competent authorities in the State Council or the State Council may apply for entry and exit permits from the entry and exit management agencies of the public security organs of local people's governments at or above the county level in border areas and enter and exit from the ports designated by the Ministry of Public Security.
For citizens engaged in border trade and border tourism services, they can issue multiple entry and exit passes for 1 year or 1 entry and exit valid for three months;
