If we only talk about consumption, Haikou is relatively more affordable than Sanya.

Although Sanya is the number one tourist destination in Hainan, there are still relatively few items compared with Haikou, the distribution center for items in Hainan. Things are more expensive when they are rare, and when they are less, they are more expensive.
