(four) to formulate the city's tourism market development and marketing strategy, and organize the implementation of the city's overall tourism image publicity plan; To study policies and measures to promote the structural adjustment of tourism and support new tourism formats; Guide and coordinate the city's tourism festivals; Guide the city's tourism investment, tourism construction project planning and other work, organize and coordinate the tourism counterpart support work in the Three Gorges reservoir area.

(five) to organize and guide the survey, planning, development and protection of key tourist areas, tourist destinations, tourist routes and red tourism resources in the city; Guide and promote the development and marketing of tourism commodities with local characteristics; Guide tourism, leisure and vacation.

(six) responsible for the city's three-star hotels, four-star hotels and 3A and 4A scenic spots review; Preliminary evaluation and daily supervision and management of five-star hotels and 5A scenic spots; Responsible for organizing the implementation of the city's inland river tourist ship star rating; Review and supervise the entrusted districts and counties (autonomous counties) to evaluate three-star hotels and approve domestic travel agencies.

(seven) to organize the implementation of national standards and industry standards for tourism; In conjunction with relevant departments, formulate local standards for tourism in this Municipality and guide their implementation.

(eight) to promote the city's international tourism exchanges and cooperation, responsible for the city's tourism units stationed overseas institutions and foreign countries, Hong Kong, Macao and Taiwan regions to set up tourism agencies in the city's audit report and management; Responsible for the supervision and management of travel agencies (outbound, inbound and domestic tourism), as well as the qualification examination and management of foreign, Hong Kong, Macao and Taiwan investment travel agencies.

(nine) to regulate the order of the city's tourism market, supervise the quality of tourism services, and safeguard the legitimate rights and interests of tourism consumers and operators; Standardize the business service behavior of tourism enterprises and employees, and guide the construction of spiritual civilization and credit system in the tourism industry.

(ten) responsible for the city's tourism economic operation monitoring, statistics and industry information release, and promote the information construction of the city's tourism industry.

(eleven) overall planning and coordination of the city's holiday tourism work and tourism safety comprehensive coordination and supervision and management, to guide the tourism emergency rescue work.
