The "9. 13" ladder construction plan includes: the first batch of nine leading scenic spots, including Yungang Grottoes, Wutai Mountain, Pingyao Ancient City, Hongdong Sophora japonica, Huangcheng Xiangfu, Jiezhou Guandi Temple-Changping Guandi Temple, Taihang Mountain Grand Canyon, Hukou Waterfall and Jinci Tianlong Mountain; Cultivation 13 key scenic spots: Qiu Yun, Wangmang Ridge, Yanmenguan-Guangwu, Luya Mountain, Qikou Town, Hengshan-Kong Xuan Temple, Niangziguan-Guguan, Eighth Route Army Taihang Memorial Hall-Huangyadong, Qiaojia Courtyard, Wangjia Courtyard, Guanquelou-Pujiu Temple, Taosi Ruins-Ding Cun, Pianguan Old Temple.

The Tianlong Mountain Scenic Area of Jinci will take the splendid scenery of Taiyuan as the goal, with Jinci and Tianlong Mountain as the main body, and promote the integrated development of Longshan, Mengshan, Taishan, Taiyuan Guxian, Fenhe Scenic Area, Jinyang Lake Park, Taiyuan Botanical Garden and Shanxi Merchants Museum, so as to build a well-known urban tourist destination. In terms of content improvement, it will restore the ecology of Jinyuan water system and build a national 5A-level scenic spot; Excavate historical and cultural resources to build the first garden in northern China; Create tourism performing arts projects; Build holiday hotels and characteristic homestays around the scenic spot, and build a food block where food and snacks gather.
