Regulations of Xuzhou Municipality on Tourism

Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Jiangsu Province and other laws and regulations, combined with the actual situation of this Municipality, in order to protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists, tour operators and tourism professionals, and promote the sustained and healthy development of tourism. Article 2 These Regulations shall apply to the protection and development of tourism resources, the promotion of tourism development, tourism management services, tourism safety, tourist activities and related supervision and management within the administrative area of this Municipality. Article 3 The development of tourism should follow the principle of integrating social benefits, economic benefits and ecological benefits, highlight local characteristics, improve tourism quality, promote the integration of tourism and cities, advocate healthy, civilized and ecological tourism modes, and meet the growing needs of people for a better life. Article 4 The municipal, county (city) and district people's governments shall strengthen the organization and leadership of tourism work.

The Municipal People's Government shall establish a comprehensive tourism coordination mechanism to co-ordinate the following major issues:

(a) to study and coordinate tourism development planning, tourism resources integration, tourism brand project construction, tourism image promotion and other matters;

(two) the organization and coordination of tourism joint law enforcement;

(3) Organizing and coordinating the construction of tourism public service system;

(four) overall planning and coordination of other major issues to promote the development of tourism.

The municipal tourism administration department is responsible for the daily work of the comprehensive tourism coordination agency.

County (city) and District People's governments may establish a comprehensive tourism coordination mechanism according to needs. Article 5 The municipal, county (city) and district tourism authorities shall be responsible for the guidance, coordination, supervision and management of tourism public services.

City, county (city), the relevant departments of the District People's government shall, in accordance with their respective responsibilities, safeguard and promote the development of tourism. Article 6 The town people's government or subdistrict office shall cooperate with relevant departments to do a good job in the protection and utilization of tourism resources, the promotion of tourism industry, the supervision of tourism safety, the maintenance of tourism order, the handling of tourism disputes and the promotion of civilized tourism within their respective jurisdictions. Article 7 Tourists, tour operators and their employees shall abide by the Convention on Civilized Tourism in their tourism activities, protect tourism resources and ecological environment, and maintain tourism order. Chapter II Tourism Development and Promotion Article 8 Tourism authorities shall, jointly with relevant departments, conduct a general survey and evaluation of tourism resources within their respective administrative areas, identify tourism resources, establish a database of tourism resources and implement dynamic management; Support relevant research institutions, universities, social groups and other organizations and individuals to explore the cultural connotation of tourism resources. Article 9 The people's governments of cities, counties (cities) and districts shall incorporate the development of tourism into the overall plan of national economic and social development and increase their support for tourism.

City, county (city) and District People's governments shall organize the formulation of tourism development plans. Tourism development planning should reflect the concept of global tourism, aim at building a regional tourist center city and a tourist destination city, highlight the cultural and historical characteristics of Chu and Han dynasties, military culture and local landscape characteristics, and make overall arrangements for tourism development within their respective administrative areas.

The formulation of tourism development planning should be connected with the overall land use planning, urban and rural planning, historical and cultural city protection planning, ecological red line protection planning, environmental protection planning and the protection and utilization planning of scenic spots, nature reserves, cultural relics protection areas, water conservancy scenic spots, drinking water sources, forest parks and wetlands. , and publicly solicit the opinions of the public and experts. Tenth city, county (city), the District People's government is responsible for organizing the implementation of local tourism development planning, and evaluate the implementation, the evaluation results to the public. Eleventh city, county (city), District People's government should integrate tourism resources, attract capital investment, and guide the construction of tourism brand projects that meet market demand.

The service function of tourism brand projects should be constructed according to the standards of AAAAA-level tourist attractions. Twelfth city, county (city), the District People's government shall, according to the requirements of tourism development planning, guarantee the supply of land for construction of tourism projects according to law.

Encourage the use of wasteland, slopes, beaches, abandoned mines and abandoned factories to develop tourism projects. Thirteenth the use of natural resources to develop tourism projects shall not destroy the landscape or pollute the environment. Using historical and cultural resources to develop tourism projects should maintain its unique historical and cultural features.

The development of tourism projects shall conform to the tourism development plan, and the tourist land shall not be used for other purposes. Fourteenth state-owned tourism resources can be separated from the right to operate, and natural persons, legal persons and unincorporated organizations can obtain the right to operate through auction and bidding. Fifteenth to encourage the use of social capital to set up folk museums, exhibition halls, memorial halls and other tourism projects.

Encourage tourist attractions, tourist resorts or performing arts companies to develop tourism performing arts products that reflect cultural characteristics. Sixteenth city, county (city), the District People's government shall organize relevant departments to strengthen the construction of tourism service system. According to the needs, set up tourist distribution centers, tourist parking lots, tourist toilets, self-driving camps and other tourist public service facilities; Set up public welfare tourism consultation points or tour guide facilities in places where tourists are concentrated to provide tourists with relevant tourism information in the local and surrounding areas; Set up tourist attractions guiding signs in expressway, urban roads, subway stations and sidewalks around tourist attractions; Set up pick-up and drop-off stations or temporary parking spots for group tourist vehicles near airports, stations and tourist attractions.

Tourism authorities and transportation departments shall, according to actual needs, set up special tourist lines between tourist concentration places and major tourist attractions, improve the operation of tourist public transport lines, and facilitate tourists' travel.
