After more than ten years of development, the number of tourists received by Fenghuang Ancient City increased from 570,000 in 2000 to 6.5 million in 2011, and the total tourism revenue climbed from less than one million yuan to 4.431 billion yuan. At the same time, problems such as insufficient infrastructure, low-end tourism development, and declining tourist satisfaction have emerged one after another. The contradiction between the continuous increase in tourists and the insufficient reception capacity of Fenghuang Ancient City has become increasingly prominent.

In this context, Ye Wenzhi began to plan to build a new town "Misty Phoenix" in the upper reaches of the Tuojiang River, 6 kilometers away from the ancient city of Fenghuang. Information provided by Fenghuang Ancient City Company shows that the "Misty Phoenix" project is located in the upper reaches of Tuojiang River, near Changtanggang Reservoir, with a total controlled land area of ??7 square kilometers, a core area of ??3.69 square kilometers, and a planned net land area of ??2.021 square kilometers. The total investment 5.5 billion yuan, construction started in May 2013, and the construction period is 3 years.

Ye Wenzhi explained that Yanyu Fenghuang is "building a new town and preserving the old city". It will not replicate the old city of Fenghuang. Instead, it will build a new tourist town based on the layout of three parts: the new administrative area, the new residential area and the new tourist area. town.
