Article 1 In order to strengthen and standardize the environmental management of tourist attractions, improve the environmental quality of tourist attractions and promote the sustainable development of tourism, in accordance with the Environmental Protection Law of the People's Republic of China, the Regulations of the People's Republic of China on Nature Reserves and other relevant laws and regulations, as well as the National Environmental Protection Bureau, the National Tourism Administration, the Ministry of Construction, the Ministry of Forestry and the National Cultural Heritage Administration on Strengthening Environmental Protection in Tourist Areas.

article 5 governments at all levels and relevant departments should incorporate the development planning and environmental protection of tourist attractions into the local economic and social development planning, and allocate funds for environmental protection of tourist attractions. Scenic spots in tourist attractions should also actively seek donations from social groups, individuals and relevant foreign institutions, and use part of tourism income for environmental protection. The funds for environmental protection should not be less than 1% of the ticket income of scenic spots, and the proportion of environmental protection investment will gradually increase with the income growth of tourist areas.
article 6 implements the eco-environmental protection one-vote veto system for tourism resources development and utilization planning. The overall planning for the development and utilization of tourism resources formulated by the scenic spots management institutions of tourist attractions must have special environmental protection contents, or formulate special environmental protection plans, divide environmental functional areas, and clarify environmental protection objectives. It is not allowed to develop tourism activities in the core area of nature reserves, buffer areas and other areas that need absolute protection. Planning should be reported to the government at or above the county level for approval and implementation.
article 7 the competent administrative departments of environmental protection and tourism at or above the county level shall supervise and inspect the environmental protection work of scenic spots within their respective jurisdictions according to law, and participate in the demonstration and review of planning.
article 8 the development and construction projects of tourist attractions must carry out environmental impact assessment, and the treatment facilities of wastewater, waste gas and waste residue and the measures to prevent loss, vegetation damage and landscape damage must be designed, constructed and put into use at the same time as the main project. The competent administrative department of environmental protection of the people's governments at or above the county level shall be responsible for the examination and approval of the environmental impact assessment of tourism resources development.
Article 9 It is forbidden to build industrial facilities that pollute the environment and projects that are harmful to the ecological environment in tourist attractions. Construction of other facilities and projects, the discharge of pollutants shall not exceed the national or local emission standards; For the existing above-mentioned projects or facilities, if the pollutants are discharged beyond the national or local discharge standards, they must be treated within a time limit or closed down or relocated according to law.
