Article 1 In order to strengthen the management of cruise ships in the waters of Kuncheng Lake Scenic Area, ensure water safety, prevent cruise ship pollution, ensure a good ecological environment in the waters, standardize the order of cruise ship management, safeguard the interests of tourists and operators, and promote the healthy development of the cruise ship industry, according to the Regulations of People's Republic of China (PRC) on the Administration of Inland River Traffic Safety, the Regulations of Suzhou Municipality on the Administration of Inland River Traffic Safety, the Measures of Suzhou Municipality on the Administration of Traffic Safety of Tourist Ships, and the Regulations of Suzhou Municipality on Tourism, etc.

Article 2 The waters of Kuncheng Lake Scenic Area as mentioned in these Measures refers to the area where the main water surface of Kuncheng Lake is 18 square kilometers.

Article 3 These Measures shall apply to units and individuals engaged in cruise ships and other water sightseeing activities in the waters of Kuncheng Lake Scenic Area.

Article 4 The traffic administrative department is responsible for the traffic safety supervision and management of tourist boats, and the maritime administrative agency is specifically responsible for the traffic safety supervision and management of tourist boats under the leadership of the traffic administrative department.

Tourism, safety supervision and other relevant departments may, according to their respective responsibilities, do a good job in relevant management according to law.

Article 7 A cruise ship operating in Kuncheng Lake Scenic Area shall have a safety structure, strength and stability suitable for the navigation waters, and be equipped with corresponding facilities and equipment such as navigation, communication (installing passengers with GPS 12 or more), signal, lifesaving, fire fighting and pollution prevention. To meet the requirements of water traffic safety and environmental pollution prevention. At the same time, the following conditions shall be met:

(1) A ship inspection agency recognized by the maritime administrative agency conducts inspection according to law and holds a qualified ship inspection certificate;

(2) Having been legally registered by the maritime administrative agency and holding a ship registration certificate;

(3) The name of the ship is confirmed by the local maritime administrative agency;

(4) Obtain the ship visa book of the local maritime administrative agency;

(five) equipped with crew members who meet the requirements of the transportation department of the State Council;

(6) Equipped with necessary navigation information.

Article 9 All kinds of cruise ship business qualifications shall not be transferred without authorization or in disguised form. If it is really necessary to transfer, report to the management office for the record and submit copies of valid documents such as written application, transfer agreement, business license of enterprise legal person, organization code certificate, tax registration certificate, bank account opening permit, ship inspection certificate and operation certificate. , and with the consent of the original examination and approval department, the change procedures shall be handled according to law.

Article 10 The owner of the property rights of cruise ships operating in the waters of Kuncheng Lake Scenic Area shall sign a safety responsibility letter with the management office and implement safety measures.

Eleventh cruise ships operating in the waters of Kuncheng Lake Scenic Area must comply with the following provisions:

(1) The waters for business activities must be within the area designated by the Management Office in conjunction with the local maritime administrative agency according to the actual situation of Kuncheng Lake, and shall not exceed the prescribed water boundaries.

(2) Cruise ships shall berth or get on or off passengers at designated berthing areas and docks. In case of emergency, if it is necessary to park or disembark tourists in other waters, it shall ensure the safety of tourists and report to the local maritime administrative agency. The berthing of cruise ships shall not hinder or endanger the safety of navigation, berthing and operation of other ships, and relevant safety measures shall be taken.

(3) When sailing, a cruise ship shall abide by the Regulations of People's Republic of China (PRC) on Collision Avoidance in Inland Rivers, keep a lookout, pay attention to observation, adopt a safe speed and sail in the designated waters. Overloading navigation is strictly prohibited. Ships that do not have the conditions for night navigation are not allowed to sail at night. Drivers are prohibited from driving without a license, drunk and tired. It is forbidden for ships to sail in bad weather such as safety hazards or dense fog, strong wind and heavy rain.

(four) the technical performance and safety indicators of operating ships must conform to the provisions and standards of the state, fully equipped with life-saving, fire fighting, navigation, environmental protection, first aid and other facilities in strict accordance with the provisions, and kept in good condition and regularly maintained.

(5) All kinds of number plates of ships must be fixed at designated positions, and the name of the ship, the sign of the approved passenger load line and the special identification mark conforming to the provisions of the state shall be marked in the obvious place of the ship.

(6) Strictly abide by the laws, regulations and rules of environmental protection, and install oil-water separator and garbage collection device according to the requirements of environmental protection. Strictly control the running, running, dripping and leakage of liquid wastes such as oil pollution and domestic sewage; Put an end to the random dumping or scattering of solid wastes such as garbage.

Cruise ships with toilets must be equipped with feces collection equipment, and cruise ships with kitchens must be equipped with catering sewage collection equipment. Garbage, feces and restaurant sewage collected on board must be sent to the designated wharf for centralized collection and treatment.

All kinds of valid certificates such as ship inspection certificate, operation certificate, crew competency certificate and competency certificate must be complete and valid and carried with the ship. It is forbidden to forge, alter, buy, sell, lease or fraudulently use the certificates and certificates of ships and crew members.

Twelfth Kuncheng Lake cruise ship crew should fulfill the obligations:

Thirteenth cruise ship owners or operators shall abide by the following provisions:

(1) Strengthen safety management, establish and improve the corresponding cruise ship safety management system and accident emergency plan;

(two) set up eye-catching safety signs on cruise ships or docks to maintain the order of the docks and ensure the safety of tourists boarding and disembarking;

(3) Strengthen safety publicity and environmental protection publicity for tourists to prevent tourists from dumping garbage into the lake;

(4) Strengthen the maintenance of cruise ships to ensure their good technical conditions. Any ship that does not meet the technical performance requirements of marine machinery and equipment must be suspended for maintenance. Only after repair and inspection can it be used;

(five) shall not employ persons without certificates of competency or other certificates and certificates as crew members;

(6) Not instructing or forcing the crew to operate illegally;

(seven) according to the cruise ship passenger quota for tourists to take an orderly ride;

(eight) in case of strong winds, fog and other bad weather, it should take the initiative to stop sailing or activities and obey the traffic control of the local maritime administrative agency;

(nine) to undertake the obligation of mutual assistance for cruise ships;

(10) The owner or operator of a cruise ship shall handle relevant insurance in accordance with regulations.

Fourteenth local maritime administrative agencies and management offices shall order the relevant units or individuals to eliminate hidden dangers found in safety supervision and inspection immediately or within a time limit. When carrying out supervision and inspection according to law, local maritime administrative agencies can take measures to ensure safety, such as ordering temporary suspension of navigation, sailing to designated places, stopping activities, prohibiting entry and exit, compulsory unloading, dismantling power plants, and temporarily detaining ships.

Article 15 Where a ship with night sailing conditions needs to sail at night due to performances, competitions and other activities, it shall file a record with the management office in advance, go through the relevant examination and approval procedures for safety, public security and fire fighting, implement relevant measures, and accept the supervision of the local maritime administrative agency.

Sixteenth in violation of the provisions of these measures, the relevant departments shall be punished according to laws and regulations.
