Suzhou City Xinbian River Scenic Area Management Measures
Chapter 1 General Provisions Article 1 In order to strengthen the management of Xinbian River Scenic Area and effectively protect and rationally utilize scenic resources, in accordance with the "People's Republic of China and the National Water Law" and the "People's Government of the People's Republic of China" *China Tourism Law" and other relevant laws and regulations, combined with the actual situation of our city, these measures are formulated. Article 2 These Measures apply to the planning, construction, protection, utilization and management of the Xinbian River Scenic Area and its protected areas. The Xinbian River Scenic Area (hereinafter referred to as the scenic area) includes the Xinbian River water body starting from the Beijing-Taiwan Expressway in the west and ending at Suzhou Gate in the east, as well as the embankments and berms on both sides. The specific scope is delineated according to the scenic spot plan and landmarks are set up. Article 3 The management of scenic spots shall follow the principles of scientific planning, unified management, orderly development, legal protection, and serving the people's livelihood, and achieve the unity of ecological, social and economic benefits. Article 4 The scenic area management agency shall be responsible for the construction, protection, utilization and management of scenic spots by the Municipal People's Government. The Municipal People's Government's administrative departments such as urban management, urban and rural planning, housing and urban and rural construction, water conservancy, land, tourism, transportation, public security, forestry, agriculture, environmental protection, and industry and commerce shall, in accordance with their respective responsibilities, do a good job in the supervision and management of scenic spots. Article 5 The Municipal People's Government shall establish a coordination mechanism for the protection and management of scenic spots, strengthen the construction of infrastructure and tourism facilities, and ensure funds for the planning, construction, protection, and management of scenic spots. Article 6 Any unit or individual has the obligation to protect scenic resources and facilities, and has the right to stop and report acts that damage scenic resources and facilities. Chapter 2 Planning and Construction Article 7 Scenic area planning is divided into overall planning and detailed planning. The planning of scenic spots shall be implemented after approval by the Municipal People's Congress in accordance with relevant regulations. The planning of scenic spots and historic areas shall be announced to the public after approval. The approved scenic area planning is the basis for the construction, protection, utilization and management of the scenic area, and no unit or individual may modify it without authorization. If modification is really needed, it shall be submitted for approval in accordance with the original approval procedures. As stipulated by the Municipal People's Government, planning control areas can be demarcated in adjacent areas outside the planning scope of scenic spots as scenic spots protection zones, and boundary markers can be set up. Article 8 The overall plan of a scenic spot shall include special plans such as resource evaluation, development goals and scope, functional structure and spatial layout, environmental carrying capacity analysis, water resources and ecological environment protection, tourism project planning and design, investment and benefit analysis. The overall plan for scenic spots and historic sites should be incorporated into the overall city plan and coordinated with the national economic and social development plan, land use plan, water conservancy plan and environmental protection plan. Article 9 The detailed planning of scenic spots shall comply with the flood control standards and relevant technical requirements stipulated by the state, and shall be prepared according to the different requirements of core scenic spots and other scenic spots, and shall determine the layout of construction projects such as infrastructure, tourist facilities, cultural facilities, and supporting commercial outlets. Site selection, layout and scale control requirements, clarify the scope of construction land and planning and design conditions. If the relevant special plans involve scenic spots and their protected areas, the scenic spot management agencies shall be notified and the opinions of the scenic spot management agencies shall be solicited. Article 10 The scenic area management agency shall prepare annual construction plans for infrastructure, tourist facilities, cultural facilities, supporting commercial outlets, etc. based on the scenic area planning, and submit them to the Municipal People's Government for approval and implementation. Article 11 The site selection, layout, height, volume, shape, style and color of any new construction, reconstruction or expansion project in a scenic area shall be in harmony with the scenic landscape and ecology

Chapter 3 Management Article 13 Scenic area management agencies shall establish a safety management system, formulate emergency plans for safety accidents and emergencies, and set up safety facilities and warning signs in dangerous areas and waters. Tourism and entertainment facilities built in scenic areas, vehicles and ships engaged in tourism and other business services must be inspected and accepted by relevant departments before they can be put into use, and must be inspected and maintained regularly.
