Regulations on the Protection and Management of Labuleng Temple in Gannan Tibetan Autonomous Prefecture, Gansu Province

Chapter I General Provisions Article 1 In order to strengthen the protection and management of Labuleng Temple, these Regulations are formulated in accordance with the Law of the People's Republic of China on the Protection of Cultural Relics, the Regulations on Religious Affairs of the State Council and other laws and regulations, in combination with the actual situation of Labuleng Temple. Article 2 These Regulations shall apply to all units and individuals engaged in activities such as protection, management, religion and tourism in monasteries. Article 3 Labrang Temple is a national key cultural relic protection unit; Labuleng Temple Library (Tibetan Classics Building) is a national key protection unit of ancient books. The overall protection and management of monasteries adhere to the principle of giving priority to protection, giving priority to rescue, rational utilization and strengthening management. Article 4 The people's governments of Autonomous Prefecture and Xiahe County and relevant departments shall protect the normal religious activities of monasteries according to law and safeguard the legitimate rights and interests of monasteries and monks; Temples should be managed by the local government; Monks should resolutely oppose separatism, safeguard social and political stability, legal dignity, people's interests, national unity and the reunification of the motherland; Any organization or individual shall abide by the Constitution, laws, regulations and rules, and shall not use religion to disrupt social order, damage citizens' health, interfere with the national education system, or engage in other activities that harm national interests, social interests and citizens' legitimate rights and interests. Article 5 The protection and management of monasteries shall be under the unified leadership of the people's governments of Autonomous Prefecture and Xiahe County, incorporated into the national economic and social development plans of Autonomous Prefecture and Xiahe County, formulated protection and management measures, and made overall arrangements for protection and management funds. Article 6 In accordance with the principle of territorial management, the departments of religion, cultural relics, tourism, public security, fire protection and environmental protection of the local people's government are in charge of religious activities, cultural relics protection, tourism services, public security management, fire safety and environmental protection of monasteries within their respective functions and duties; Other relevant departments should also do a good job in the protection and management of monasteries within their respective responsibilities. The main responsibilities are:

(8) Formulate and improve measures for the protection and management of temple cultural relics. Article 8 The democratic management committee of monasteries shall, in accordance with the principles of scientific management, legal protection, rational utilization and proper measures, strengthen internal management, implement the responsibility system for work, conscientiously implement various protection and management measures, and take the initiative to accept the guidance, supervision and inspection of the local people's government. Chapter III Scope and Object of Protection Article 9 The scope of protected areas, construction control zones and environmental protection zones of monasteries shall be subject to the scope designated by the provincial people's government. Article 1 The objects of cultural relics protection in monasteries include:

(1) Buddhist temples, Buddhist temples, pagodas, nangqin, Japanese dynasties, corridors of prayer rooms, monasteries and forest protection;

(2) important cultural relics such as Buddha statues, scriptures, murals, thangkas, utensils, offerings, prayer wheels, seals, booklets, seals, plaques, and other documents and materials such as paintings, calligraphy, manuscripts, and printing plates;

(3) Intangible cultural heritages such as doctrines, rituals, rituals and dances, Tibetan opera music and festivals;

(4) Other activities and cultural relics. Chapter IV Protection and Management Article 11 The buildings and other cultural relics such as temples, colleges, Buddhist temples and pagodas within the temple protection area are protected by law. Without the approval of the relevant administrative departments, no unit or individual may extract, transfer, move or exchange cultural relics in the temple. Article 12 The following activities are prohibited within the scope of protection of monasteries:

(1) Words and deeds that undermine national unity, affect social stability, violate religious taboos and hurt religious feelings of religious citizens;

(2) setting up economic entities that affect normal religious activities and cultural relics protection;

(3) posting, scribbling, climbing and crossing on buildings and protection facilities;

(4) shooting in the forbidden area;

(5) Surveying and mapping various types of Buddha statues, buildings and sculptures without permission;

(6) taking soil, quarrying, burning, logging, shooting, hunting, etc.

(7) setting up stalls, advertising, littering and making noise without permission;

(8) transporting or storing inflammable, explosive, toxic, radioactive and other prohibited items;

(9) illegal installation of satellite receiving facilities and dissemination of illegal printed matter;

(1) other activities that affect the safety of the temple. Thirteenth in the temple protection area, the buildings and structures that affect the historical features should be cleaned up according to law. Without the approval of the relevant administrative departments, no unit or individual may build new buildings or structures in the temple protection area; No blasting, drilling, excavation and other operations that damage the safety of temples and temple cultural relics shall be carried out; No facilities that pollute the temple and its environment shall be built.
