Suzhou City’s Management Measures for the Upstream of the River Huan Gucheng (Revised in 2004)

Chapter 1 General Provisions Article 1 In order to protect and rationally develop and utilize the upstream resources of the river around the ancient city, achieve standardized and orderly operation, and strengthen the management of the upstream water, according to the "Regulations of the People's Republic of China on Water Transport Management" ", "Suzhou Tourism Management Regulations", "Jiangsu Province Water Security Management Measures" and other relevant regulations, these measures are formulated. Article 2 The term "upper reaches of the Huan Gucheng River" as mentioned in these Measures refers to business activities within the scope of the Huan Gucheng River, using tourist ships as carriers to provide tourists with water viewing tours and other tourism services. Article 3 These measures shall apply to units and individuals involved in water activities in the ancient city of Hanoi. Article 4: The transportation administrative department is responsible for the management of cruise ship passenger transport and ship-related industries, as well as the supervision and management of water transportation safety.

The tourism administrative department is responsible for the management, supervision and coordination of cruise ship designation, assessment, product development, service standards and market operations.

Other relevant administrative departments such as public security, price, planning, environmental protection, urban management, water affairs, industry and commerce, etc. shall be responsible for relevant upstream water management work in accordance with their respective responsibilities. Article 5 The investment and construction unit of the ancient city river style protection project is responsible for the market-oriented development and utilization of the resources in the ancient city river area. Article 6: Planning, tourism and other relevant departments shall prepare a development plan for the upper reaches of the river surrounding the ancient city in accordance with the overall plan of Suzhou City to guide the reasonable and orderly development of the upper reaches of the ancient city river. Chapter 2 Management of Management Rights Article 7 Enterprises engaged in the upper reaches of the river around the ancient city should have independent corporate legal person qualifications and obtain management rights through bidding. Article 8 Enterprises participating in upstream water bidding shall meet the relevant business opening conditions stipulated by the transportation, tourism, public security, environmental protection and other departments, and comply with the following regulations:

(1) Possess the "Water Transport Business License" The corresponding conditions required;

(2) Meet the corresponding conditions required for fixed-point operation in upstream water;

(3) Meet the corresponding conditions required by the "Special Industry License";< /p>

(4) Other relevant provisions of bidding requirements. Article 9 Enterprises in the upper reaches of the river around the ancient city that have obtained operating rights through competitive bidding shall apply for the "Water Transport Operation License" issued by the transportation department, the designated foreign tourist ship certificate issued by the tourism department, and the "Special Industry License" issued by the public security department. It can be operated later. Article 10: Quota management shall be implemented for the release of cruise ships on the upper reaches of the river around the ancient city. The transportation, tourism and other departments, together with the investment and construction units of the Huan Ancient City River Style Protection Project, will formulate an adjustment plan for the launch of cruise ships on each tour line every year based on market demand and the specific conditions of the Huan Ancient City River.

The investment and construction unit of the Huan Ancient City River Style Protection Project will organize a tender for the upper reaches of the Huan Ancient City River according to the cruise ship launch adjustment plan and route resources. The winning bidder shall sign a paid use contract with the investment and construction unit of the ancient city river landscape protection project.

The bidding methods for the upper reaches of the ancient city river are formulated by the transportation, tourism, and environmental protection departments and the investment and construction units of the ancient city river style protection project. Article 11 Enterprises engaged in the upper reaches of the Huan Gucheng River can purchase or build cruise ships only after winning the bid. Ships purchased or built without authorization are not allowed to be put into operation on the Huan Gucheng River. After completing the design of a newly built cruise ship, the design plan shall be submitted to the transportation, tourism, environmental protection, public security and other departments for record. Article 12 A cruise ship put into operation shall apply for the "Ship Business Transportation Certificate", "Ship Inspection Certificate", "Ship Registration Certificate" issued by the transportation department and the designated foreign tourist ship certificate issued by the tourism department. Article 13: Operators and cruise ships that were originally approved to engage in the upper reaches of the river around the ancient city shall be re-evaluated according to the conditions stipulated in these measures. If the conditions are met, a paid use contract shall be signed with the investment and construction unit of the ancient city river style protection project, and paid use fees shall be paid according to the contract. Article 14 The investment and construction unit of the ancient city river style protection project shall establish a special operation and management agency to be responsible for unified management, unified ticket sales, and unified routes. Chapter 3 Operation Management Article 15 Cruise ships are not allowed to operate as anchors, and the right to operate the ship may not be transferred or transferred in disguised form without the consent of the original approval department. Article 16 Cruise ships engaged in water tourism shall abide by the relevant tourism regulations and systems of the tourism administrative department and standardize business activities during operation. Article 17: Water upstream operators must abide by laws, regulations and rules on environmental protection and prevent and control environmental pollution.

Article 18 Cruise ships engaged in water tourism must meet the prescribed standards in terms of hull, noise, sewage discharge and supporting services:

(1) The hull is clean and beautiful, the ship is in good condition, the decoration is coordinated, and the sightline is good , there is a unified sign of "Water Travel" in a prominent position on the hull;

(2) Set up waste collection devices. Cruise ships with bathrooms must be equipped with feces collection equipment, and cruise ships with kitchens must be equipped with catering sewage collection devices. Equipment, garbage, feces and catering sewage collected on board must be sent to designated docks for centralized collection and treatment;

(3) Noise, dirty oil, water, and waste gas emissions generated by cruise ships during navigation must comply with national environmental protection standards;

(4) The overall schematic diagram of the cruise ship, tourist instructions, tourist guide map, price list, and tourist opinion book should be hung on the cruise ship, and obvious signs in Chinese and English with tourism consultation and complaint telephone numbers should be set up in conspicuous positions;

(5) Cruise ships put into operation must be equipped with full-time tour guides or tour guide equipment. Cruise ships with more than 100 seats should have no less than 2 full-time tour guides or audio guides in at least three languages ??(Chinese and English are required) Equipment to provide tour guide services for tourists;

(6) Emergency rescue medicine boxes and other facilities and equipment are available.
