What are the procedures and requirements for opening a hotel?

Legal basis: Regulations of People's Republic of China (PRC) Municipality on Hygiene Management in Public Places.
Article 3 The following items in public places shall meet the national hygiene standards and requirements:
(1) air and microclimate (humidity, temperature and wind speed);
(2) water quality;
(3) daylighting and lighting;
(4) noise;
(5) Customer utensils and sanitary facilities.
Hygienic standards and requirements for public places shall be formulated by the administrative department of health of the State Council.
Article 4 The state implements the system of "hygiene license" for public places.
Health Permit issued by the health administrative department at or above the county level.
Article 5 An application for opening a social hotel shall be examined and approved by the public security, health and other administrative departments, registered with the administrative department for industry and commerce, and a business license shall be obtained before it can be opened.
Social hotels shall, within 30 days from the date of obtaining the business license, report to the tax authorities for tax registration with relevant documents.
If a social hotel that has been approved to start business changes its name and domicile (business premises), it shall go through the change registration with the administrative department for industry and commerce with the changed Business License for Special Industries. If it is closed down, it shall go through the cancellation of registration with the administrative department for industry and commerce and file with the county tourism bureau and the public security bureau. At the same time, report the change registration to the tax authorities within 30 days. If it is reopened, the public security department shall conduct fire safety inspection, and it can only be put into use after passing the inspection.
