Twenty measures to promote the revitalization of cultural tourism in Yunnan

The meeting pointed out that since the outbreak of the COVID-19 epidemic for more than two years, the provincial cultural tourism industry has repeatedly suspended cross-provincial team tours, which has been greatly impacted, making it very difficult for tourism enterprises to operate and recover slowly and difficultly. In order to do a good job in the reconciliation and recovery of the cultural tourism industry, the Provincial Department of Culture and Tourism, on the basis of repeated, multifaceted and multi-channel research, soliciting opinions and repeated revisions, designated the "Measures for Recovery and Development" on March 4. Among them, the 20 measures put forward focus on the outstanding difficulties and problems faced by the cultural tourism industry in our province at this stage, and actively respond to the demands and concerns of market players.

Zhao Guoliang, Party Secretary and Director of Yunnan Provincial Department of Culture and Tourism, said that the measures to restore development mainly reflected five characteristics. The first is "unification", coordinating the prevention and control of epidemic situation and the recovery and development of tourism. Adhere to the systematic view, unify policy formulation with objectives, requirements, methods and paths, and coordinate development and safety. Neither relax prevention and control, nor excessively prevent and control. Adhere to the fight against the epidemic and promote development, ensure a safe environment with the most effective epidemic prevention and control measures, and ensure market prosperity with the safest environment. The second is "quasi", which makes the epidemic prevention and control more accurate. Establish an accurate monitoring mechanism, improve the ability of accurate identification, strengthen accurate management and isolation, popularize the concept of accurate protection, and implement accurate prevention and control measures. The third is "new", and a number of innovative policies and measures have been introduced. Combine the internal circulation of "Yunnan people traveling to Yunnan" and "local people traveling to the local area" with the external circulation of "attracting tourists to Yunnan" to promote tourism in both directions. Encourage the cultivation of new formats and the development of new products, and make innovations and breakthroughs in supporting project planning and insurance service product development. The fourth is "integration" to promote the effective integration of various capital resources. By integrating the financial resources of development and reform, finance and taxation, commerce, trade unions, finance and other channels, it is estimated that more than 20 billion yuan of various funds can be realized after integration, including more than 654.38+0.5 billion yuan of provincial financial arrangements. The fifth is "tight", keeping up with the latest national policies. Focusing on the spirit of the the State Council executive meeting, several policy requirements and relevant rescue and support measures of national ministries and commissions, we will further enrich and improve the relevant contents of the Measures for Recovery and Development, reflecting top-down integration, integrated promotion and timely implementation. Recently, the Provincial Department of Culture and Tourism made further policy improvements and supplements around the "Several Policies on Promoting the Recovery and Development of Difficult Services Industries" jointly issued by the Development and Reform Commission and the Ministry of Culture and Tourism on February 18, and timely issued the "patching" policy.
