Vigorously develop circular economy and promote energy conservation and emission reduction

First of all, on behalf of Henan Environmental Protection Industry Association, I warmly congratulate the Provincial Department of Land and Resources and the Provincial Mining Association for holding the "Henan Mining Circular Economy High-level Forum" in Lingbao. Through this forum, it will definitely have a positive impact on the development of mining circular economy, comprehensive utilization of resources, energy conservation and emission reduction in our province.

As we all know, in recent years, the CPC Central Committee and the State Council have issued a series of policies and measures on environmental protection, accelerating the development of circular economy, and saving energy and reducing emissions, requiring environmental protection to accelerate the realization of three historic changes: "from attaching importance to economic growth to neglecting environmental protection to paying equal attention to environmental protection and economic growth; From environmental protection lagging behind economic development to simultaneous environmental protection and economic development; From mainly using administrative means to protect the environment to comprehensively using laws, economy, technology and necessary administrative means to solve environmental problems. " These three changes are directional, strategic and historic changes, a fundamental adjustment of the relationship between environmental protection and economic development, and a fundamental change in the way of environmental protection. At present, the situation of optimizing economic growth by environmental protection is taking shape all over the country, which is increasingly reflected in various economic and social development policies and has become an important means for the state to strengthen and improve macro-control.

First, clearly understand the situation and vigorously develop circular economy.

In the first 20 years of 2 1 century, China will be in the stage of accelerated industrialization and urbanization, and the resource and environmental situation it faces is very severe. We must seize the important strategic opportunity period, realize the strategic goal of building a well-off society in an all-round way, and vigorously develop circular economy. General Secretary Hu Jintao pointed out at the central forum on population, resources and environment work in 2003: "The development concept of circular economy should run through regional economic development, urban and rural construction and product production, so as to make the most effective use of resources. Minimize waste emissions and gradually bring ecology into a virtuous circle. " "Several Opinions of the State Council on Accelerating the Development of Circular Economy" clearly points out: "According to the principles of reduction, reuse and recycling, we should take various effective measures to achieve the maximum economic output and the minimum waste discharge with the least resource consumption and environmental cost, realize the unity of economic, environmental and social benefits, and build a resource-saving and environment-friendly society." In May 2007, the People's Congress of our province held the second circular economy development forum in Sanmenxia. At the opening ceremony of the forum, Vice Governor Zhang Dawei announced that in the future development of circular economy in our province, we will improve the policy mechanism, effectively use economic levers such as price, tax and finance, encourage energy saving, water saving, land saving and material saving, promote the development of circular economy, and establish and improve a diversified investment mechanism. During the Eleventh Five-Year Plan period, the state will support a number of major circular economy projects. The construction funds of governments at all levels in the province should also be tilted to key projects and demonstration projects of circular economy. At the same time, we should actively guide more social funds and encourage financial institutions to increase credit for circular economy projects. We will further improve the system of paid use of environmental resources, establish an eco-environmental compensation mechanism, and try out the emission trading system. Study and establish the evaluation index system and statistical system of circular economy, and gradually incorporate the development goal of circular economy into the assessment mechanism of governments at all levels. The provincial party committee and government attach great importance to it, prompting us to keep a clear head, accelerate the development of circular economy, and make unremitting efforts to build a strong economic province and realize the rise of the Central Plains.

Second, developing circular economy and promoting energy conservation and emission reduction have achieved remarkable results.

In recent years, according to the deployment of the CPC Central Committee, the State Council, the provincial party committee and the provincial government, our province has done a lot of work in developing circular economy, energy saving and emission reduction, and environmental protection. Sheng Huaren, vice chairman of the National People's Congress Standing Committee (NPCSC), said in a congratulatory letter to the second circular economy development forum in our province: "Under the correct leadership of the CPC Central Committee and the State Council, the Henan Provincial Party Committee and the provincial government led the people of the province to conscientiously implement Scientific Outlook on Development, vigorously develop circular economy, and strive to achieve the rise of the Central Plains and the economic and social take-off of the province. This is an encouragement and affirmation for the development of circular economy in our province. Xu Guangchun, secretary of the provincial party committee, said in his congratulatory message to the forum: "The pilot demonstration of circular economy in Henan Province has entered the implementation stage from point to point, and achieved remarkable results, which has played a positive role in promoting the transformation of economic development mode in our province and accelerating the construction of a resource-saving and environment-friendly society, and achieved remarkable results. The development concept of circular economy has gradually penetrated into the whole process of economic development in our province, especially into regional economic development, urban and rural construction and product production, in order to make the most effective use of resources and minimize waste discharge. Sanmenxia Declaration, the second circular economy development forum in our province, puts forward that we should fully understand the opportunities and challenges faced by the development of circular economy in our province, increase the role of the government in promoting and guiding the development of circular economy, study and formulate a comprehensive evaluation system for the development of circular economy in our province as soon as possible, and strive to form an overall synergy to promote the development of circular economy in our province. The declaration has had a great influence in the whole province, and the concept of circular economy development has gradually taken root in the hearts of the people, and many good demonstration models have emerged. Based on the construction of five bases, including energy, aluminum industry, comprehensive utilization and deep processing of nonferrous metals, coal chemical industry and fruit production and processing, Sanmenxia City has built coal-electricity-aluminum integration, mining-smelting-deep processing-waste ore utilization, coal-gas-chemical products, fruit base-concentrated juice-juice beverage-jam-pectin. Around the three levels of enterprise, industry and society, namely, small cycle, medium cycle and large cycle, yima city has made great progress, which not only improves the quality of economic operation, but also promotes energy conservation and emission reduction, and industrial waste has been comprehensively utilized. It was rated as "Top Ten Economical Small and Medium-sized Cities in China" by the state and listed as a national demonstration city for circular economy construction. Hebi City relies on the advantages of coal resources to develop circular economy, and comprehensively utilizes coal gangue, coalbed methane, mine water and other resources associated with coal to build three industrial chains: coal-electricity-building materials, coal-coalbed methane-electricity and coal-coal chemical industry. In the past, gas, coal gangue, fly ash and mine water caused serious pollution to the atmosphere and water, but now most of them have been comprehensively utilized, turning harm into benefit, turning waste into treasure, saving energy and reducing emissions. According to relevant information, Hemei Group calculated an account. After the completion of all circular economy projects of the Group, it will effectively stimulate the economic development of the mining area and promote the optimization and upgrading of the industrial structure. The estimated annual operating income is114.04 million yuan, and the profit is 26 1 1 100 million yuan. Li Yongxin, chairman of the group, said with confidence: "Developing circular economy will not only make us richer, but also make us richer. Hemei Group has made remarkable achievements in developing circular economy. The comprehensive utilization of land resources such as Pingdingshan Coal, Coking Coal, Yongmei, Yimei Group and Al-Mo Group, as well as polymetallic minerals, tailings, wastes and mine water, has achieved different degrees of success. There are countless examples of successful or basically successful mining circular economy. Recently, the Provincial SME Service Bureau issued "Opinions on Accelerating the Development of Circular Economy for SMEs and Private Enterprises", which will organize the pilot work of circular economy in 10 industrial parks and 10 industrial clusters of 300 enterprises in nine industries, including energy, metallurgy, building materials, chemicals, machinery, paper-making, leather, agricultural products processing and waste materials recycling, and focus on cultivating nine circular economies. By 20 10, small and medium-sized enterprises and private enterprises in Henan Province will strive to reduce, reuse and recycle resources, and create 100 demonstration enterprises for comprehensive utilization of resources, 100 demonstration enterprises for energy conservation and 100 demonstration enterprises for emission reduction, and build and transform industrial clusters and industrial parks that meet the requirements of circular economy development on the existing basis.

(B) energy conservation and emission reduction, building an environment-friendly enterprise

In recent years, the national and provincial governments have made a series of work arrangements for energy conservation and emission reduction, and formulated implementation plans for energy conservation and emission reduction, requiring all departments at all levels to enhance their sense of urgency and responsibility and make great efforts to implement the tasks of energy conservation and emission reduction determined in the Eleventh Five-Year Plan. Moreover, the provincial government has made clear the main targets of energy conservation and emission reduction in our province in 20 10: "By 20 10, compared with the end of the 11th Five-Year Plan, the energy consumption per unit of GDP, water consumption per unit of industrial added value, chemical oxygen demand and carbon dioxide emissions in our province will decrease by about 20%, 30%, 15.6% and 65433, respectively.

Energy saving and emission reduction is an important starting point for developing circular economy and sustainable development. Without mandatory energy conservation and emission reduction targets, many enterprises will have no incentive to reduce pollution and energy consumption. Since 2005, our province has been paying close attention to comprehensive environmental improvement every year, and the General Office of the State Council issued a document to affirm it. In the province, 54 heavily polluting enterprises (production lines) were closed and banned, and enterprises (kloc-0) were treated or stopped within a time limit, of which 338 cement machine shaft kiln production lines were eliminated and closed, with a production capacity of 29.83 million tons. In 2007, the provincial party committee and the provincial government decided to stop production or treat 355 enterprises that failed to meet the discharge standards or the requirements of total amount control within a time limit, shut down 42 small thermal power units with high energy consumption and heavy pollution (1435 MW) according to law, and required 33 power plants (10630 MW) to complete desulfurization control tasks before the end of the year, and at the same time shut down and eliminate them through comprehensive environmental improvement, so as to promote. For example, while the backward shaft kiln cement production line will be completely eliminated and closed, our province will vigorously support the construction of a new dry-process cement production line with high technology content, good energy-saving effect and little environmental pollution of more than 5,000 tons/day. In 2006, huixian city eliminated 47 production lines of 28 closed shaft kiln cement plants, with an annual output of nearly 5 million tons, reducing dust emission by about 40,000 tons. At the same time, the environmental protection department of the municipal government helped four closed cement plants to unite and build 7.5 million new ones. At present, three joint ventures have increased their production capacity by 5,000 tons/day and passed the environmental assessment of the provincial environmental protection bureau. It is estimated that the production capacity of new dry-process cement in this city will reach 9.3 million tons in 2008, an increase of 86% and 4.3 million tons compared with that before the shutdown. After the backward shaft kiln cement production line was eliminated and closed in this city, the environmental benefits appeared, which greatly improved the harsh environmental conditions such as "covering your face when you go out, covering your bowl when you eat, and eating a prefabricated board every year". What did the local cadres say? They said: if nothing else, from the perspective of our city's tourism resources and magnificent Taihang, we are all going out of business! What's the use of a good tourist attraction? It's so polluted. Who will come? I must make up my mind to reduce energy consumption, improve ecology, expand industry and achieve win-win tourism prosperity. This witness shows that environmental protection and economic growth are equally important, and promoting the optimization and upgrading of industrial structure and the transformation of economic development mode has been deeply rooted in the hearts of the people. In addition, in accordance with the unified arrangements of the state and the province, our province began to implement compulsory cleaner production for heavily polluting industries and major polluters in 2005. Up to now, the whole province has passed the acceptance of 196 enterprises, reducing the pollution in the production process and the total amount of pollutants discharged, changing from simple terminal treatment to pollution control in the whole production process, taking a new road of industrialization and becoming an environment-friendly enterprise that lives in harmony with society.

Third, summarize the successful examples of circular economy, promote the optimization of industrial structure and promote the development of environmental protection industry.

Governments at all levels, relevant departments and industrial and mining enterprises in the province have made many successful or relatively successful examples in vigorously developing circular economy. These successful examples have made positive contributions to further promoting the optimization and upgrading of industrial structure and transforming the mode of economic development in our province, and at the same time promoted the development of environmental protection industry, which is worthy of serious summary and promotion.

It is understood that the successful examples of enterprises in our province in developing circular economy, energy saving and emission reduction have their own advantages according to local conditions. But there is one thing in common: the change of ideas, the advancement of technology, the innovation of management and the guarantee of talents are all very important. For example: ① Incorporate the development of circular economy and the construction of energy-saving and environment-friendly enterprises into the core strategy of enterprises, and see actions after planning; (2) attach importance to high technology, take advanced technology as the guarantee, and make "turning waste into treasure", turning harm into benefit, turning waste into treasure and comprehensive utilization; (three) there are corresponding mechanisms to adapt to the development of circular economy and energy conservation and emission reduction, and establish and improve various systems; (4) Pay attention to the selection of talents and send a group of talents who understand the management of technical associations to all aspects of business to give full play to their talents. These experiences are very valuable.

Developing circular economy is closely related to environmental protection industry. The development of circular economy promotes the development of environmental protection industry. The product production, comprehensive utilization of resources, environmental protection service industry and clean product production of environmental protection industry provide advanced technical and material guarantee for the development of circular economy, environmental protection and pollution prevention. According to the investigation and statistics in 2004, the output value of environmental protection industry in the whole province reached1601000,000 yuan, ranking eighth in China and first in central China. In recent years, the environmental protection industry has grown by more than 25% every year. It is estimated that the income of environmental protection industry in our province will reach more than 60 billion yuan in 20 10. At present, more than 300 kinds of environmental protection products, such as dust removal and desulfurization, gas producer, biomass gasification boiler, hazardous waste treatment, fly ash, coal gangue, red mud and carbide slag comprehensive utilization brick-making machine, brick-laying machine, aeration, grille, plate-and-frame filter press and flocculant for urban sewage treatment, have been sold all over the country and exported to more than 40 countries and regions such as the United States, France, Australia and Southeast Asia. The annual income of comprehensive utilization products in the province is 3.95 billion yuan, and the annual income of fly ash bricks produced by Yima Jinjiang Energy Comprehensive Utilization Co., Ltd. is 330 million yuan. Environmental protection industry has become an important part of promoting the sustained, rapid and healthy development of China's national economy and building a harmonious society.

Through this "High-level Forum on Mining Circular Economy in Henan Province", I hope that the pilot demonstration work of mining circular economy in Henan Province will be more solid and powerful. Follow the principle of "reduction, reuse and resource utilization", strengthen management, take measures, make comprehensive utilization from the source of resource development, and adopt advanced technology and equipment of environmental protection industry to make the mining industry in our province truly enter the track of circular economy, energy saving and emission reduction.
