/kloc-Do children under 0/4 have to read a certificate to apply for a US visa?

No need.

/kloc-Applicants under the age of 0/4 can apply for visas through agency services if they have no history of refusing visas in the United States.

/kloc-Children under 0/4 need to provide:

A copy of the child's birth certificate.

Handwritten explanation of the purpose of the child's visit to the United States, including the contact information of the American inviter and the relationship with the child.

Copy of parents' passport personal information page or ID card.

Copy of parents' current and/or previous US visas (if any).

If it is a group trip, it is also required to submit: English travel to travel itinerary, a description of the purpose of the trip, the name, date of birth, passport number list of the group traveler, and a copy of the guardian's US visa (if any).

Please note that if one or both parents apply for a visa in person at the embassy or consulate (not through agency services), parents need to make an appointment for an interview in the name of their children and submit their children's application when applying in person. An adult applicant can bring up to five minor applications in the interview. If there are more than 5 minors in this group, the application must be submitted through the agency service.
