Will the reform and development of tourism in China form a new pattern?

As for the tourism work, the National Tourism Work Conference will be fully deployed in early 20 18, but from the perspective of the State Council, there are four aspects that need special attention.

One is global tourism. In the government work report of 20 17, global tourism has been specifically mentioned. This report clearly puts forward the work of creating a global tourism demonstration zone, which can also be said to be the most clear work about tourism. On the one hand, the creation of global tourism has been highly recognized by the State Council; On the other hand, among many tourism jobs, global tourism is actually the most extensive job. Grasping this work will help to realize the all-round promotion of tourism reform and development. More importantly, the report explicitly mentions the creation of a global tourism demonstration zone, which has also reassured more than 500 founding units across the country and is conducive to the unswerving promotion of this work by party committees and governments at all levels.

The second is the ticket price of scenic spots. The ticket price of scenic spots is a problem that people are very concerned about, and it is also a problem that the State Council leaders are very concerned about. As early as 20 15, the government hoped to solve this problem effectively. Subsequently, in 20 16, the tourism department took some measures to reduce the ticket price of tourist attractions, but the effect was not ideal due to institutional mechanisms and other reasons. This report clearly proposes to reduce the ticket prices of key state-owned scenic spots, which means that the State Council will co-ordinate relevant departments to tackle this "hard bone". In addition to reducing the ticket prices of key state-owned scenic spots, it is more important to form a benign mechanism for ticket pricing of state-owned scenic spots, and this problem is expected to be better solved with the further reform of the central and state institutions.

Third, it is the toilet revolutionary work. The toilet revolution of 20 15 and 20 17 was affirmed by the official instructions twice. At the end of last year, the National Tourism Administration issued a new three-year action plan for toilet revolution, which means that this work initiated by the National Tourism Administration has risen to an overall work. It is worth noting that this "toilet revolution" was put into the rural revitalization part, and the report called for "steadily carrying out the three-year action to improve the rural living environment and promoting the toilet revolution". Therefore, in the implementation of the report, the main battlefield of the future toilet revolution should be in the countryside, especially to integrate policies and funds from all sides to form effective working methods, so that the toilet revolution can achieve greater results.

Fourth, it is the issue of tourism law enforcement. The newly released the Central Committee of the Communist Party of China's decision and report on the reform of the party and state institutions specifically mentioned the issue of comprehensive law enforcement. The report clearly requires that "the mechanism reform of comprehensive law enforcement agencies should be vigorously promoted, and efforts should be made to solve the problem of multi-level repeated law enforcement". This means that the comprehensive law enforcement emphasized by the Third Plenary Session of the 18th CPC Central Committee will be substantially promoted in 20 18. From the development direction, comprehensive law enforcement of tourism is the general trend, but there are still many problems to be studied and improved, such as how to better reflect the requirements of order management of tourism market and how to effectively promote comprehensive law enforcement related to tourism. At present, the tourist police system established in Sanya and other places, Huangshan and other places have done a lot of exploration in the comprehensive law enforcement of tourism, and the next step will be to promote the comprehensive law enforcement of tourism according to local conditions and classification.
