Article 2 These Measures apply to the construction, operation, maintenance and supervision and management of ship locks within the administrative area of ??this autonomous region.

The term "ship lock" as mentioned in these Measures refers to the navigation building with upper and lower lock heads and lock chambers, including the approach channel, gate area, connecting section, waiting anchorage, navigation building, and berth. Ship buildings, related ancillary facilities, etc. Article 3 The transportation department of the people's government of the autonomous region shall be responsible for the supervision and management of the construction and operation of ship locks in the entire region; the transportation department of the people's government at the districted city and county levels shall be responsible for the construction and operation of ship locks on the waterways under their jurisdiction in accordance with the relevant regulations of the autonomous region. The agencies responsible for the comprehensive administrative law enforcement functions of transportation under the people's governments at or above the county level (hereinafter referred to as the comprehensive administrative law enforcement agencies for transportation) perform ship lock law enforcement duties in accordance with the law.

The public security, water administration and other relevant departments as well as maritime management agencies shall do a good job in the supervision and management of ship lock construction and operation within the scope of their respective responsibilities. If the water project where the ship lock is located needs to significantly reduce the flow or release large amounts of water, the competent transportation department and maritime management agency in the jurisdiction shall be notified in advance to allow reasonable time for ships to avoid. Article 6 The owner of a ship lock may establish or entrust a unit (hereinafter collectively referred to as the operating unit) responsible for ship lock operation, ship dispatching, equipment and facility maintenance, etc. to undertake management. Support the establishment of a unified operating unit for management of multi-line ship locks belonging to different owners. Article 7 The operating unit shall perform the following duties:

(1) Prepare operation plans in accordance with relevant technical standards to ensure timely and orderly passage of ships;

(2) Control ships passing through the locks Implement management, including registration, formation (team), dispatching and command, and statistical work on ships passing through the lock and lock operations;

(3) Timely carry out the lock chamber, approach channel, gate area, and connecting section , dredging areas such as anchorages waiting for locks and clearing obstructions above and below water to ensure safe navigation of ships;

(4) Carry out lock maintenance in accordance with the operation plan and national technical specifications to ensure normal operation of the locks;< /p>

(5) Strengthen the monitoring and recording of water levels and flows, and report the water levels and flows at 8 a.m. and 4 p.m. every day to the transportation authorities in the jurisdiction. Article 8 The transportation department of the people's government of the autonomous region shall guide the operating units of ship locks to strengthen information construction, collect water levels, flow rates, real-time video data of ships passing through the locks and relevant data and information of ships passing the locks, and cooperate with the transportation departments under their jurisdiction and Maritime administration agencies enjoy. Article 9 Except for the water administration and energy departments that have exempted ship locks with hydropower stations on originally navigable rivers in accordance with the regulations of the relevant departments of the State Council or the people's government of the autonomous region, ships shall pay ship lock fees in accordance with the relevant state regulations. Ship lock fees are used for the operation, maintenance and management of ship locks, as well as the reconstruction and expansion of ship locks. Article 10 Ship locks on rivers with night navigation conditions shall continue to operate 24 hours a day. Ship locks on rivers without night navigation conditions must operate continuously for no less than 10 hours a day.

Ships are allowed to pass once for each full lock, but if the waiting time of the ship exceeds 3 hours, the ship shall be allowed to pass if the first lock is full. The waiting time of the ship is calculated from the waiting time of the first ship. Article 11 Before passing through the lock, a ship shall submit an application to the operating unit for passing through the lock, and truthfully provide relevant information such as ship name, ship type, maximum plane size, draft, cargo type, actual cargo (passenger) capacity, etc. in accordance with regulations.

The operating unit shall arrange the passage of the lock in the order in which the ships apply; however, priority shall be given to emergency and disaster relief ships, military transport ships, passenger liners, key emergency supplies ships, and official ships performing missions to pass the lock. The scope of key urgent material transport ships and other ship types that have priority in passing through the lock shall be determined by the transportation department of the People's Government of the autonomous region.

The operating unit shall formulate a special operation dispatch and navigation guarantee plan for ships carrying dangerous goods and strictly implement it, and shall not arrange for dangerous goods ships and passenger ships to pass through the same lock. Flammable and explosive chemical tankers should be arranged to pass through the lock separately.

Article 12 If any of the following circumstances occurs, the operating unit shall stop opening the ship lock:

(1) The relevant flood control command agency requires the suspension of navigation due to flood control, flood discharge, etc.;

(2) In the event of strong winds, heavy fog, heavy rain, earthquakes or other emergencies, the safety of ship lock operation may be endangered;

(3) The flow and water level of navigable waters do not meet the operating conditions;

(4) The aircraft needs to be suspended for maintenance or emergency repairs in accordance with the operation plan.

If one of the circumstances listed in the preceding paragraph occurs, the operating unit shall promptly announce the suspension and resumption of sailing information to the public, and report it to the transportation authorities and maritime management agencies in the jurisdiction.
