Chapter I General Provisions Article 1 In order to effectively protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tour operators, and promote the sustainable development of tourism, these Regulations are formulated in accordance with the provisions of relevant laws and administrative regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the protection and development of tourism resources, tourism management and services, tourism activities and the implementation of tourism supervision and management within the administrative area of this province. Article 3 The development of tourism should follow the principles of government guidance, planning first, market operation, enterprise management, outstanding characteristics and sustainable development, implement the integration of urban and rural tourism, red tourism, green tourism and antique tourism, promote sightseeing tourism, vacation and leisure tourism, and realize the unity of economic benefits, social benefits and ecological benefits. Article 4 The people's governments at or above the county level shall incorporate tourism development into the national economic and social development plan, formulate tourism development policies, strengthen the management of tourism resources, improve the tourism development environment and promote tourism development. Article 5 The tourism authorities of the people's governments at or above the county level shall be responsible for the comprehensive coordination, industry guidance, public services, supervision and management of tourism within their respective administrative areas.

The people's governments at or above the county level shall develop and reform, finance, transportation, housing and urban and rural construction, land and resources, forestry, culture, ethnic religion, industrial and commercial administration, quality and technical supervision, public security, safety supervision, radio, film and television, environmental protection and other relevant departments. Chapter II Tourism Planning and Construction Article 7 The compilation of tourism planning shall be based on the national economic and social development planning and be compatible with the development of related industries.

Tourism planning should highlight local characteristics, conform to urban system planning, overall urban planning, overall land use planning, transportation planning and environmental protection planning, and coordinate with the planning of scenic spots, nature reserves, geological relics protection areas, forest parks, historical and cultural cities, towns and villages, cultural relics, ancient villages and religious sites protection. The tourism administrative departments of the people's governments of cities and counties (cities, districts) divided into districts shall, jointly with relevant departments, formulate tourism development plans for their respective administrative areas, solicit opinions from the tourism administrative departments of the people's governments at the next higher level, and report them to the people's governments at the same level for approval before implementation. Ninth tourism administrative departments of the people's governments at or above the county level shall, according to the tourism development plan at the corresponding level, organize the preparation of special tourism plans for their respective administrative regions, and report them to the people's governments at the corresponding level for approval before implementation. Tenth tourism administrative departments of the people's governments at or above the county level shall organize the preparation of tourism development plans and special tourism plans, and shall listen to the opinions of relevant departments, experts and the public by holding demonstration meetings, evaluation meetings and hearings.

The materials submitted for examination and approval of tourism development planning and tourism special planning shall include the opinions of relevant departments, experts and the public, as well as the adoption of opinions and the reasons for not adopting them. Eleventh tourism departments of the people's governments at or above the county level shall announce the approved tourism development plans and special tourism plans to the public. Fifteenth the development of tourism resources should adhere to the principles of rational development, scientific management, effective protection and sustainable utilization. The development and management of tourism projects shall not destroy tourism resources, ecological environment and cultural relics, and should adhere to the combination of natural landscape, human landscape and modern science and technology, and the construction scale and architectural style should be coordinated with the surrounding landscape. Using historical and cultural resources and ethnic cultural resources to develop tourism projects should maintain unique historical features and ethnic characteristics. Chapter III Tourism Support and Promotion Article 16 People's governments at or above the county level may set up special funds for tourism development according to the needs of tourism development. The special funds for tourism development are mainly used for the compilation of tourism planning, the promotion of the overall image of tourism and the cultivation of tourism talents. Seventeenth people's governments at or above the county level and their relevant departments shall, according to the needs of tourism development, strengthen the construction of tourism transportation infrastructure and improve the conditions for tourist passenger transport.

Relevant departments such as transportation, housing and urban and rural construction shall set up standardized tourist traffic signs and scenic spots signs on major traffic trunk lines and urban roads.
