The waters of Dongqian Lake include Dongqian Lake, the core area waters of Dongqian Lake New City, and the main streams in the upper reaches of Dongqian Lake. Article 3 The protection and management of Dongqian Lake waters shall follow the principles of scientific planning, priority for protection, rational utilization, balance between occupation and compensation, unified management, and coordinated development. Article 4 The Dongqian Lake Scenic Area Management Committee is responsible for the protection and management of Dongqian Lake waters, and co-locates with the Dongqian Lake Tourist Resort Management Committee.

Administrative departments such as planning, water conservancy, tourism, environmental protection, construction, transportation, industry and commerce, public security, maritime affairs, fisheries, urban management, and economic development should coordinate and manage the waters of Dongqian Lake in accordance with their respective responsibilities. The People's Government of Dongqian Lake Town is responsible for the protection and management of the main streams in the upper reaches of Dongqian Lake. Non-governmental organizations and social volunteers are encouraged to participate in the protection, management and supervision of Dongqian Lake waters. Article 6: All units and individuals have the obligation to protect water bodies, vegetation, wild animals and various facilities in the waters of Dongqian Lake.

Units and individuals that have made outstanding contributions to protecting the waters of Dongqian Lake will be commended and rewarded by the Dongqian Lake Scenic Area Management Committee. Chapter 2 Planning and Construction Article 7 The Dongqian Lake Scenic and Historic Area Management Committee shall organize the preparation of the Dongqian Lake Water Area Protection Plan in accordance with the overall plan of the Dongqian Lake area, the overall plan of the Dongqian Lake Scenic Area, and the tourism development plan of the Dongqian Lake Tourist Resort. management planning.

When preparing the Dongqian Lake water protection and management plan, opinions and suggestions from the public should be solicited and public supervision should be accepted. Article 8 After the Dongqian Lake water protection and management plan is approved according to the prescribed authority, it will be organized and implemented by the Dongqian Lake Scenic Area Management Committee.

Article 12 The Dongqian Lake Scenic Area Management Committee shall do a good job in sewage treatment within the waters of Dongqian Lake, build a sewage interception pipe network around the lake, and incorporate the sewage interception pipe network around the lake into the urban sewage treatment system.

Article 14 The Dongqian Lake Scenic Area Management Committee and the municipal water administrative department shall determine the minimum water level of the lake and set up minimum water level signs based on the ecological protection needs of Dongqian Lake.

Article 15 The lake area management department shall promptly organize the cleaning of floating objects on the lake surface to keep the lake surface clean; organize the desilting and dredging of Dongqian Lake to maintain a basic balance between the amount of desilting and siltation in Dongqian Lake. Article 16 Within the waters of Dongqian Lake, relevant management departments may set up necessary facilities to prevent external pollution, but this shall not affect flood control safety and navigation safety.
