It is visa-free. It is actually a visa on arrival and you can stay for 30 days.

1. Jeju Special Self-Government Government’s visa-free policy: In 2002, the South Korean government officially designated Jeju Island as a visa-free and tariff-free international free city, provided that there are more than 5 people in a group.
