On March 3, 20 18, the institutional reform plan of the State Council was submitted to the first session of the 13th National People's Congress for deliberation. According to this plan, after the reform, there are 8 ministerial-level institutions and 7 deputy ministerial-level institutions in the State Council. Besides the General Office of the State Council, there are 26 departments in the State Council. According to this plan, the National Tourism Administration merged with the Ministry of Culture to form the Ministry of Culture and Tourism as a constituent department of the State Council. The former Ministry of Culture and National Tourism Administration will no longer be retained.
