The tourism administrative departments of the municipal and county (district) people's governments are responsible for the planning, management, guidance, service and supervision of tourism development in their respective administrative regions.

All relevant departments should do a good job in promoting the development of tourism in accordance with their respective responsibilities. Article 5 Tourism development should be included in the national economic and social development planning of the region.

Based on the actual development of the tourism industry, the municipal and county (district) people's governments formulate specific support policies in a timely manner to promote the rapid development of the tourism industry. Article 6 The municipal and county (district) people's governments shall set up special funds for tourism development, include them in the annual fiscal budget, and gradually increase them according to the needs of tourism development. Special funds for tourism development are used for tourism planning, publicity and promotion, talent training, intellectual introduction, recognition and awards, etc. Article 7 The tourism administrative departments of the municipal and county (district) people's governments shall, in accordance with the "Benxi City Tourism Development Master Plan", prepare tourism regional plans and tourist attractions (spots) detailed plans, and submit them to the people's government at the same level for approval before implementation.

Article 11 The municipal and county (district) people's governments shall support the development of tourism education, encourage and guide the investment of social funds in tourism education, cultivate tourism professionals, introduce intellectual achievements, and improve the quality of tourism practitioners. Article 12 The municipal and county (district) people's governments shall strengthen citizens' education on city development through tourism, improve the civilized quality of citizens, and establish the image of a tourist city and awareness of tourism economic development. Article 13 The municipal and county (district) people's governments shall commend and reward units and individuals that have made outstanding contributions to the development of tourism. Article 14 The tourism administrative department shall guide and support tourism operators to develop industrial tourism, agricultural tourism, Eco-tourism, cultural tourism, ice and snow tourism, festivals and other special tourism products. Article 15: The tourism administrative department shall strengthen the construction of tourism informatization and establish and improve the tourism information network. Set up public welfare tourism consulting agencies or tourism information multimedia facilities at stations, major tourist attractions (spots) and major commercial streets to provide information consulting services to tourists.
