The cruise industry is a comprehensive industry with cruise ships as the core. It has the attributes of compositeness, public-private integration, orderliness and internationality. The second part introduces the experience of the development of the cruise industry in the United States that our country can learn from, and provides ideas and guidance for the development of our country's cruise industry. The third part analyzes the development status of my country's cruise industry and existing legal issues. my country's cruise industry has problems such as loopholes in the management mechanism, lack of promotion mechanisms, lack of overall planning for the cruise industry, and lack of legislation and regulations related to the development of the cruise industry. The fourth part puts forward legal suggestions for the development of the cruise industry in my country. Four suggestions are put forward to address the legal issues existing in the development of my country's cruise industry. First, the management mechanism of the cruise industry should be innovated; secondly, a cruise industry promotion mechanism should be constructed; thirdly, the overall planning of the cruise industry should be improved; finally, it is recommended to prepare a cruise industry promotion law as soon as possible to meet the legal needs of the development of my country's cruise industry.
