Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, protect and rationally utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China, the Tourism Regulations of Shaanxi Province and other relevant laws and regulations, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to tourism activities within the administrative area of this Municipality, as well as tourism planning and construction, resource protection, industrial promotion, business services and related supervision and management. Article 3 This Municipality regards tourism as a strategic pillar industry of the national economy, adheres to the principle of integrating economic benefits, social benefits and ecological benefits, gives full play to the advantages of tourism resources, highlights historical and cultural characteristics, promotes the globalization and internationalization of tourism, and builds an international tourist city. Article 4 The municipal, district and county people's governments shall incorporate the development of tourism into the national economic and social development plan, increase investment in tourism, establish and improve the comprehensive coordination mechanism of tourism, strengthen the protection, development and utilization of tourism resources, and promote the integrated development of tourism and related industries. Fifth city, district and county departments in charge of cultural tourism, development zone management committee is responsible for the preparation of tourism planning, tourism industry promotion, tourism market development, as well as the guidance, supervision and management of tourism business activities. Chapter II Tourism Planning and Resource Protection Article 8 The municipal, district and county departments in charge of cultural tourism shall, according to the national economic and social development plan and the actual needs of tourism development, organize the preparation of tourism development plans, which shall be implemented after being approved by the people's government at the same level.

Article 9 The municipal administrative department of cultural tourism shall, in accordance with the city's tourism development plan, jointly with relevant departments, guide the county people's government to prepare special plans for rural tourism, characteristic blocks and major tourism projects. Article 12 The municipal administrative department of cultural tourism shall conduct a general survey and evaluation of the city's tourism resources, establish a database of tourism resources, implement classified management of tourism resources, and coordinate and guide the protection, development and utilization of tourism resources. The people's governments at the county level and the Administrative Committee of the Development Zone shall arrange corresponding funds to promote the development of tourism according to the needs of tourism development in the region.

Other relevant departments should include projects that are integrated with tourism into the scope of support when supporting industrial development and arranging special funds. Article 17 Municipal, district and county people's governments and development zone administrative committees shall support various market entities to invest in tourism through resource integration, reform and restructuring, mergers and acquisitions, online and offline integration, support characteristic tourism enterprises, and encourage the formation of cross-border integrated industrial groups and industrial alliances.

Encourage financial institutions to innovate credit products for tourism enterprises and tourism projects and develop tourism insurance products.
