According to the Regulations on the Administration of Tour Guides, the departments that issue tour guide certificates and temporary tour guide certificates are the tourism administrative departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government.

That is, the tourism bureaus of provinces, autonomous regions and municipalities directly under the Central Government. The styles and specifications of tourist guide cards and temporary tourist guide cards shall be stipulated by the tourism administrative department of the State Council, that is, the National Tourism Administration.
