If it is not a major change in commercial risks and it is obviously unfair to one of the parties to continue to perform the contract, the adversely affected party may renegotiate with the other party; if the negotiation fails within a reasonable period, the party may request the people's court or arbitration institution to modify or terminate the contract. .

The people's court or arbitration institution shall change or terminate the contract in accordance with the principle of fairness in light of the actual circumstances of the case.
