Chapter 1 General Provisions Article 1 In order to regulate the planning, installation and management of outdoor advertising and signboards, in accordance with the "Advertising Law of the People's Republic of China" and the "Urban City Appearance and Environmental Sanitation Management Regulations" of the State Council These regulations are formulated in accordance with the provisions of other laws and regulations and in combination with the actual conditions of Chengdu City. Article 2 The scope of application of these regulations includes: urban planning areas of this city; concentrated industrial development zones, economic development zones, new rural communities, tourist attractions, scenic spots and other areas subject to urban management; municipal expressways and highways within the administrative region of this city National and provincial trunk roads and their 80-meter range on both sides. Article 3 The term “outdoor advertising” as mentioned in these Regulations refers to the use of text, text, and advertisements on roads, squares, green spaces, airports, stations, docks, waters and other public places and buildings (hereinafter collectively referred to as carriers). The act of setting, posting, writing, embedding, and hanging advertisements through expressions such as images, electronic display boards (screens), and physical shapes.

The term “signboard setting” as mentioned in these Regulations refers to the act of setting up signs, signs, light boxes, neon lights, and font symbols to express names on buildings (structures) on business (office) sites or their facilities. . Article 4 The installation of outdoor advertisements and signboards shall comply with the planning for the installation of outdoor advertisements and signboards, be compatible with the urban regional planning functions, and be coordinated with the style of the building (structure) and the surrounding environment. Article 5: The urban management administrative department is responsible for the management of outdoor advertising and signboards; the transportation administrative department is responsible for the management of outdoor advertising within the scope of these regulations.

Planning, construction, gardening, industry and commerce, meteorology and other departments shall coordinate the implementation of these regulations in accordance with their respective responsibilities. Chapter 2 Planning for Outdoor Advertising Settings Article 6 The municipal planning administrative department shall, in conjunction with the urban management, transportation and other administrative departments, prepare a master plan for outdoor advertising setting, and publish and implement it after approval by legal procedures.

The municipal urban management administrative department is responsible for formulating detailed plans for outdoor advertising installations on public carriers, and submits them to the municipal government for approval before promulgating and implementing them; the district (city) and county urban management administrative departments are responsible for formulating detailed plans for outdoor advertising settings within their jurisdiction. Detailed plans for the setting up of outdoor advertising on non-public carriers shall be submitted to the municipal urban management administrative department for review and approval before implementation.

Detailed plans for outdoor advertising placement within the municipal expressways and national and provincial trunk roads and within the prescribed range on both sides of the municipal administrative region shall be prepared by the municipal transportation administrative department and shall be announced and implemented after approval by the municipal government. Article 7: Detailed planning for outdoor advertising installation is the main basis for administrative agencies to review and approve outdoor advertising installation. Article 8 The overall plan for outdoor advertising installation and the detailed plan for outdoor advertising installation shall plan an appropriate amount of public service advertisement spots. Article 9 Outdoor advertisements shall not be set up under any of the following circumstances:

(1) Endangering the safety of buildings (structures);

(2) Using the roof of a building ;

(3) Using trees or damaging green spaces;

(4) Using glass from buildings facing the street;

(5) Planning for outdoor advertising settings determined Other situations in which advertisements may not be set. Article 10 The installation of outdoor advertising shall comply with the following provisions:

(1) Set up, produce and install outdoor advertising facilities in accordance with corresponding quality standards and technical requirements;

(2) Configuration The night view light source shall not be similar to road traffic signs and signals;

(3) It shall not affect the ventilation and lighting of adjacent units or residents;

(4) It shall not affect road traffic Or blocking fire escapes;

(5) Relevant provisions of laws and administrative regulations. Chapter 3 Management of Outdoor Advertising Settings Article 11 If a public carrier is used to set up outdoor advertising, the right to use the carrier shall be obtained through auction or bidding; if a non-public carrier is used to set up outdoor advertising, the right to use the carrier shall be Obtained through agreements, auctions, etc. The specific measures for the auction and bidding of carrier use rights shall be formulated separately by the municipal government. Article 12 The right to use outdoor advertising carriers may be transferred in accordance with the law, except where such transfer is prohibited by laws, regulations and rules. Article 13 Anyone who uses public media to set up outdoor advertisements within the administrative divisions of Jinjiang, Qingyang, Jinniu, Wuhou and Chenghua (hereinafter referred to as the "Five Cities") shall submit an application to the municipal urban management administrative department; in other cases, If you use public carriers to set up outdoor advertisements within the district (city) or county, you must submit an application to the urban management administrative department of the district (city) or county where you are located. Those who use non-public media to set up outdoor advertisements must submit an application to the urban management administrative department of the district (city) or county where they are located. If outdoor advertisements are set up within the specified range of municipal highways, national and provincial trunk roads and both sides, an application must be submitted to the municipal transportation administrative department. To apply for setting up outdoor advertising, a written application must be submitted and the following documents and materials should be provided:

(1) Proof of the right to use the carrier;

(2) Carrier location relationship diagram;

< p>(3) Design drawings and renderings of outdoor advertising facilities;

(4) Production instructions and safety maintenance measures for outdoor advertising facilities;

(5) Laws, regulations and rules other files. Article 14 The examination and approval department shall review the applicant's application within 7 days of receiving the application for outdoor advertising installation. To those who meet the installation conditions, an "Outdoor Advertising Installation Permit" will be issued; if the application materials are incomplete or do not comply with the legal form, the applicant shall be notified on the spot or within 5 days of all the information that needs to be supplemented.

If the applicant fails to supplement the materials within the specified time, the application will be deemed to have been withdrawn. Applicants who still need to set up outdoor advertisements should reapply.
