Why is regional economy a strong driving force for China’s development during the financial crisis?
China’s regional economic and tourism development under the world financial crisis
□ Liu Yong, PhD, researcher at the Development Research Center of the State Council
1. From the perspective of the world economy Basic characteristics of the causes and countermeasures of the world financial crisis
(1) Causes of the world financial crisis
(2) Countermeasures
Generally speaking, Change the current world economic division of labor that leads to over-consumption in developed countries and over-production in developing countries, and solve the global debt chain.
Developing countries are changing their over-investment patterns and striving to expand consumer demand. One of the important measures is to increase people's leisure time and vigorously develop tourism.
2. China’s regional economy has maintained a good development trend
(1) Regional economic situation
Viewed from the eastern zone: Liaoning’s coastal “5 points and one line” ", Caofeidian Development Zone, Tianjin Binhai New Area, Huanghua Port, Shandong Jiaoji (or Peninsula) urban agglomeration, Yangtze River Delta (including Shanghai, Jiangsu and Zhejiang provinces and part of Anhui), West Coast Economic Zone, Pearl River Delta, Haikou and Leizhou Peninsula and Zhanjiang Economic Zone, Beibu Gulf.
From the perspective of the central region: Shanxi coal base, Central Plains urban agglomeration, "two-oriented society" construction in the Wuhan urban area, "two-oriented society" construction in the Changsha-Zhuzhou-Tanxi urban agglomeration, urban-rural integration reform experiment in Chengdu-Chongqing region District, Poyang Lake Economic Zone, Wanjiang Economic Belt, Guanzhong-Tianshui Development Zone, Beibu Gulf, etc.
Looking from the far west: Inner Mongolia is the region with the fastest economic growth in China, Tianshan South Road Economic Zone, Qinghai Huangshui River Basin, Golmud Salt Lake Development, Tibet's "One River and Two Rivers" Basin, etc.
(2) The impact of the financial crisis on my country’s regional economy
First, the impact on my country’s financial industry is relatively small, while the impact on the real economy is greater. Moreover, the problem of its own spatial structure existed before the financial crisis, and the constraints on the development of the central and western regions, especially the reform factors, are increasing.
Secondly, the export-oriented economy in the east has been seriously affected.
The third point is that the central and western regions may be unable to withstand the competition from the eastern region that may develop domestic demand, forming a new contradiction between the east and the west. For example, the spread of industrialization to the central and western regions may slow down. But the upgrade in the east may provide greater room for development in the central and western regions.
3. China’s tourism industry will become one of the important ways to expand domestic demand
(1) Expanding domestic demand will become the most fundamental means to ensure 8% economic growth
(2) my country's tourism industry is developing rapidly and is becoming a pillar industry
The rise of an emerging pillar industry is conducive to changing the growth mode. Tourism is the main force in the service industry. The proportion in the service industry is constantly rising, which means that the income elasticity of tourism expenditure is high.
It is conducive to the general development of regional economy. It is a ubiquitous industry, and tourism ideas and concepts are the basic guiding ideology for the economic development of any region.
(3) Tourism has a strong function of driving the development of other industries
The six major elements of tourism: food, accommodation, transportation, shopping, sightseeing and entertainment. Most of this is for direct consumption.
Driven by spiritual industries: literature and art, performances and cultural broadcasts and exchanges. Communication and opportunities for production information. Change people's attitudes and forms of life.
4. Some understandings and suggestions on the development of Changde’s tourism industry
(1) The tourism industry is gaining momentum and has a bright future
Resources are available feature. Yiyuan (Peach Blossom Spring), Yishan (Shande Mountain) and other historical and cultural tourism resources, 1 national key scenic spot, 1 national nature reserve, 5 national forest parks; 1 lake (Dongting Lake), 1 river ( Yuanjiang River) and other eco-tourism resources, and an internationally important wetland. It is an integral part of the internationally renowned Changsha-Peach Blossom Spring-Zhangjiajie golden tourist route, and is a “National Excellent Tourism City”. Changde's scenic spots have stories, and tourists have something to rely on. Stories such as "The Peach Blossom Spring", the idiom "Xanadu", and Mr. Shanjuan's polite resignation to the emperor all took place in Changde.
(2) Some suggestions
Highlight the development and publicity of Peach Blossom Spring. Tourism is a ubiquitous industry and a common demand of people when the economy develops to a certain stage. As long as it is a different place, it can attract some people to travel. Of course, the key to developing better than other places is to have high-quality, unique or unique products, as well as good packaging and publicity. "Xanadu" can be considered a masterpiece. As for packaging and promotion, the key is to determine the iconic tourist attractions, cultural relics and external publicity image; then there is the issue of high starting point, high standards, high specifications and large investment in construction.
Highlight joint development with surrounding areas and leverage development. Changde is located between the two major tourist destinations in Hunan Province, so it is correct to position its tourism industry as "the back garden of Changsha, the provincial capital, and the logistics base of Zhangjiajie." But we must also vigorously promote its unique "paradise" culture.
In the initial stage of the tourism industry, the current tourism market situation must be considered. From the perspective of tourism income, the most profitable things in many places are eco-tourism attractions, farmhouses and other leisure activities.
Can we vigorously carry out rural tourism and Dongting Lake tourism in conjunction with the construction of new rural areas and with the help of a good ecological environment? There is a view that if China's agriculture, that is, food, passes the test, what will China's vast rural land do? The answer is obvious, which is large-scale land remediation, and then providing people with leisure travel. Attention should be paid to the development of Dongting Lake and Yuanjiang River.
It is suggested that Changde can do some advanced exploration in this regard. Find some towns and villages that have the conditions to build them in advance, like European pastoral scenery, and start land remediation in advance. To promote the development of eco-tourism, pilot work can be carried out in conjunction with urban river regulation.
