Is it illegal to engage in tourism in the village and change the nature of cultivated land?

It is illegal to change the use of basic farmland and engage in tourism development, but it is not illegal to use characteristic agriculture to make a fuss about basic farmland to attract tourists.

Village committees do not have this right. Only provinces, autonomous regions and municipalities directly under the Central Government have the right to approve at least the change of land nature. The nature of land is divided into three categories: agricultural land, construction land and unused land.
